DCAS’s Division of Energy Management (DEM) leads the City’s efforts to reduce carbon emissions from government operations. Our goals are to reduce greenhouse gas (GHG) emissions 40 percent by 2025 (40x25), 50 percent by 2030 (50x30), and 80 percent by 2050 (80x50). Additionally, DEM is tasked with completing work related to the City’s other energy-related commitments, such as pledging to install 100 MW of solar photovoltaics on City buildings by 2025. DEM works toward achieving the above goals by managing the City’s utility accounts, developing the City’s annual utility energy budget; helping our agency partners identify and pursue energy-saving opportunities at their facilities; leading energy efficiency and distributed generation projects across the City’s portfolio; and helping implement operations and maintenance best practices.

The Assistant Program Coordinator, Agency Planning and Implementation will work within the Operations Unit, in close coordination with staff from across DEM, to provide critical data analysis, recommendations, and reporting to support program operations. They will be charged with the following responsibilities:

1. Performing portfolio- and program- level data analysis | Performs portfolio- and program- level data analysis to assess performance: Helps monitor overall project implementation progress for all expense and capital projects within DEM where delivery is being led by agencies using in-house staff or their contractors. Identifies projects that are experiencing delivery challenges – which are defined as issues that might cause them to not be registered on time or delivered on time; on budget; and/or in accordance with scope – and diagnoses the root cause(s) of such.

2. Performing project-level data analysis | Performs project-level data analysis to evaluate project delivery outcomes: Compares expected to actual project outcomes. Identifies the areas in which individual projects achieved success and experienced challenges.

3. Recommending and implementing process improvements to strengthen program operations | Makes strategic recommendations to streamline project funding and administration processes for DEM’s grantmaking programs, with a focus on ensuring adequate financial controls and project oversight. Work collaboratively with peers to develop program guidelines and tools for effective data management and quality control.

4. Supporting reporting and performance tracking activities | Creates standardized reporting templates to provide DEM-wide transparency into project pipelines. Performs data collection, tracking, and analysis necessary to ensure accurate, on-demand project reporting, including projects’ compliance with their schedules, budgets, and scopes. Develops key performance indicators. Uses data to support effective forecasting of capital budget encumbrances against the capital plan.

5. Providing additional as-needed support for the division | Works collaboratively with other members of the Operations Unit, DEM, and agency partners to complete special projects as needed.


Flexible Work Update:

This position may be eligible for remote work up to two days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
