Job Description

APPLICANTS MUST BE PERMANENT IN THE PRINCIPLE ADMINISTRATIVE ASSOCIATE CIVIL SERVICE TITLE

The DSS Accountability Office (DSS-AO)-IREA is responsible for protecting the integrity of social services programs administered by the New York City Department of Social Services (DSS) and ensuring that DSS complies with all statutory, regulatory and contractual standards.

The Revenue Office is a major component of IREA. It is responsible for the recovery of public assistance benefits paid to current and former participants. The Income Clearance Program (ICP) is a new member of the Department of Social Services-Accountability Office (DSS-AO). DSS-AO is responsible for protecting the integrity of social services programs administered by the NY City DSS and ensuring that DSS complies with all statutory, regulatory and contractual standards. ICP is responsible for the processing of various automated computer matches and other manual matches to uncover excess income or resources of program recipients.

ICP is recruiting for (1) one Principal Administrative Associate III to function as an Assistant Manager, who will:

- Oversee daily operation of respective units with ICP. Conduct audits of operational routines, methods, and processing.

- Ensure that the error reduction program is designed to prevent loss to administrative errors is adhered.

- Coordinate the distribution and monitoring of computer-generated matches received. Assist in the distribution of cases to staff for processing and ensure its timely completion.

- Oversee the productivity of case processing. Identify unfavorable trends which require correction action to maintain or improve productivity.

- Prepare statistical reports by compiling/analyzing data to provide management with information needed for decision-making policy procedure.

- Assist with drafting departmental policies. Interpret policies and procedures for staff to improve or maintain continuity.

- Attend, conduct, and participate in meetings, special events and professional development.

- Monitor time and leave. Provide coverage for ICP in the absence of ICP Management.

- Assist in the oversight of overtime projects.

- Ensure all evaluations for ICP staff are completed timely.

- Liaise and maintain cooperative working relationships with other DSS/HRA departments.

- Initiate and participate in the training designed to clarify case processing guidelines for staff.

- Coordinate trainings for eligibility staff to confirm staff are proficient in new/revised procedures.

Hours/Schedule: 9-5 M-F


Minimum Qualifications

1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
