Job Description
The Management Services Department supports public housing operations by overseeing lease enforcement activities and managing the implementation of key initiatives to improve service delivery and NYCHA’s effectiveness as a landlord. The department is also responsible for operations policy development and implementation, as well as overseeing lease enforcement activities. One of the units in this department is the Office of Tenancy Administration (OTA). OTA closely reviews termination and grievance cases to assist, where possible, with addressing curable breach cases, and ensuring that supporting documentation is submitted with all cases that must be forwarded to the Law Department. OTA also monitors the status of legal action for all Board terminated cases. Lastly, OTA also manages the Public Housing Reasonable Accommodations Coordinator (PHRAC). The PHRAC reviews reasonable accommodation requests that are not approved by Property Management and renders a determination on whether or not the accommodation should be approved.
This position oversees the day-to-day process for tenancy terminations of the Office of Tenancy Administration. This position reports to the OTA Housing Manager for Management Services.
Duties include but are not limited to the following:
- Assign cases, review documents and proofread calendar cases and Determine status for accuracy.
- Review new, amended, and re-opened administrative termination and grievance cases to determine if they conform with procedures described in the Management Manual, applicable General Memorandums (GM’s), and Standard Procedures.
- Ensure the submission of termination and grievance cases to the appropriate unit in the Law Department.
- Contact tenants to cure lease violations, when applicable.
- Contact developments regarding submission of additional information required to submit administrative termination and grievance cases to the Law Department.
- Review submissions and following up with tenants regarding reasonable accommodation requests.
- Prepare and update reports for distribution via SharePoint.
- Respond to development inquiries regarding status of termination cases.
- Assist development staff and supervisors regarding annual review processing and termination case submission issues in Siebel.
- Assist in training and orientation sessions, when applicable.
- Complete other related tasks and duties in the absence of the Manager, such as attending meetings of the Family Re-entry Program.
- Perform other duties as assigned.

1. Due to the existence of a civil service list, candidates must have permanent civil service status in the title of Assistant Housing Manager to be considered.

ASSISTANT HOUSING MANAGER (HA) - 80205
1. A baccalaureate degree from an accredited college, and one year of full-time satisfactory supervisory and/or administrative experience in housing management at a development or developments containing at least 150 apartments, including overseeing the performance of duties such as: interviewing applicants; determining eligibility; gathering and evaluating information to resolve complaints; collecting rents; and/or resolving tenant related problems; or
2. A four -year high school diploma or its educational equivalent, and five years of the full-time satisfactory experience as described in "1" above; or
3. A satisfactory equivalent combination of education and experience as described in "1" or "2" above. Undergraduate college credits may be substituted for experience on the basis of 30 semester credits from an accredited college for one year of full time satisfactory experience. However, all candidates must have a four year high school diploma or its educational equivalent.
- Experience using and navigating Siebel and AS400 - Excellent organizational skills - Ability to monitor caseload and work independently - Understanding of NYCHA and departmental policies and procedures, and overall operational structure
