Job Description

Under the direction of the Fraud and Abuse Housing Manager the Assistant Housing Manager will perform work in a timely and responsible nature, with oversight of Leased Housing Department policies and procedures. The Assistant Housing Manager will be directly responsible for all aspects of the Fraud and Abuse Unit’s goals and objectives.
Specific duties and responsibilities include, but are not limited to the following:
1. Oversee the day-to-day operations of the Fraud & Abuse Unit; supervise staff of up to 8 Housing Assistants.
2. Liaison with the NYCHA IG’s office & Law Department.
3. Assign investigations; review payment adjustments and recoupments of Section 8 overpayments to landlords.
4. Review HAP recalculations performed by staff.
5. Review and executes tenant repayment agreements.
6. Analyze and prepare monthly status reports to the Housing Manager of the Fraud and Abuse Unit and the LHD Director for Central Office Operations.
7. Other duties as assigned.

1. A baccalaureate degree from an accredited college, and one year of full-time satisfactory supervisory and/or administrative experience in housing management at a development or developments containing at least 150 apartments, including overseeing the performance of duties such as: interviewing applicants; determining eligibility; gathering and evaluating information to resolve complaints; collecting rents; and/or resolving tenant related problems; or
2. A four -year high school diploma or its educational equivalent, and five years of the full-time satisfactory experience as described in "1" above; or
3. A satisfactory equivalent combination of education and experience as described in "1" or "2" above. Undergraduate college credits may be substituted for experience on the basis of 30 semester credits from an accredited college for one year of full time satisfactory experience. However, all candidates must have a four year high school diploma or its educational equivalent.
1. Bachelor’s Degree or equivalent experience. 2. Knowledge of Housing Choice Voucher (Section 8) Program and related compliance functions and Department of Housing and Urban Development ("HUD") rules and regulations. 3. Extensive knowledge of Siebel Database proficiency in Word, Excel, Access, Power Point, Outlook and other database systems. 4. Ability to communicate clearly and concisely, both verbally and in writing. 5. Ability to interpret policies and guidelines and make sound decisions prepare clear concise reports and recommend improvements. 6. Ability to establish and maintain effective working relationships with peers, superiors, residents, community service agencies, and the public manage multiple priorities and demands analyze situations and identify problems and offer solutions. Ability to interface with all levels of staff and external customers. 7. Excellent written and communication skills.
