Job Description
The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish.
-The Assistant General Counsel’s responsibilities will include but are not limited to:
- Drafting contract documents and MOUs
- Commenting on legislation and policy initiatives
- Assisting with agency compliance with various federal, state, and local laws and reporting requirements
- Assisting with responding to subpoenas and requests from oversights and other government agencies;
- Drafting standard operating procedures, policies and communicate them to DYCD management, staff and contractors;
- Performing legal research and making recommendations to the agency’s General Counsel, executive and program staff on questions of law, fact and administrative policy.
- Serving as liaison to the New York City Law Department, in connection with litigation, contract review and approval, City initiatives and programs, legislation and other legal issues.
1. Admission to the New York State Bar; and either "2" or "3" below.
2. One year of satisfactory United States legal experience subsequent to admission to any state bar; or
3. Six months of satisfactory service as an Agency Attorney Interne (30086).
Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
In addition to meeting the minimum Qualification Requirements:
To be assigned to Assignment Level (AL) II, candidates must have one year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment. To be assigned to AL III candidates must have two years of experience in Assignment Levels I and/or II or three years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment.
- Outstanding attention to detail and the ability to juggle various priorities and deliver under strict deadlines. - Demonstrated experience in drafting contracts, especially the types of agreements to procure the services of nonprofits, especially, the Health and Human Services contracts. - Experience with the City’s Standard Construction Contracts. - Familiarity with the City’s insurance requirements and review of submissions of proof of insurance. - Effective advocacy, plain language writing, negotiation, and time management
