The NYC Department of Buildings Office of the General Counsel is seeking an attorney to serve as an Assistant General Counsel to handle various legal matters, with a particular focus on rules and legislative work. Under general supervision, with latitude for independent judgment and unreviewed action and decision, the selected candidate’s duties include the following:

• Drafting complex rules related to the revision of the NYC Construction Codes or related to other provisions of Code, including coordinating with technical and operations staff, and the NYC Law Department.
• Reviewing and drafting state and city legislation.
• Reviewing, interpreting and providing guidance on legislative proposals affecting the Department.
• Conducting legal research, including interpreting federal, state and local laws and regulations.
• Providing legal guidance on implementation of laws and rules.
• Reviewing Department Service Notices and Buildings Bulletins on a wide range of matters.
• Liaising with Department units, the NYC Law Department, and other City and/or government agencies in connection with code and rule implementation, litigation and other matters.
• Handling other tasks and special projects, as needed.


Minimum Qualifications

1. Admission to the New York State Bar; and either "2" or "3" below.
2. One year of satisfactory United States legal experience subsequent to admission to any state bar; or
3. Six months of satisfactory service as an Agency Attorney Interne (30086).
Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
In addition to meeting the minimum Qualification Requirements:
To be assigned to Assignment Level (AL) II, candidates must have one year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment. To be assigned to AL III candidates must have two years of experience in Assignment Levels I and/or II or three years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment.


Preferred Skills

1. Familiarity with the following: NYC Construction Codes and related rules, the New York City Charter, NYS Multiple Dwelling Law, NYC Housing Maintenance Code and the NYC Zoning Resolution. 2. Excellent writing, legal research, and analytical skills. 3. Familiarity with City and State legislative process. 4. Experience drafting code, rules and other legislation. 5. Familiarity with architectural or engineering concepts. 6. Ability to work independently and as part of a team on multiple assignments. 7. Proficiency with PC software such as Microsoft Excel, Microsoft Word, and Microsoft PowerPoint.
