Job Description

The Mayor’s Office of Minority and Women-owned Business Enterprises (OM/WBE) was created to address income inequality across the city and to address the disparity in City contracts awarded to certain ethnic and gender groups and the City’s overall representation in City contracting. OM/WBE is responsible for oversight, policy, interagency coordination, and accountability for the City’s Minority and Women-owned Business Enterprises (M/WBE). It serves as a one-stop-shop for M/WBEs interested in doing business with the city and its agencies.

The incumbent will report to the Deputy Director, Strategic initiatives and Performance Reporting (SIPR) and with wide latitude for independent judgment will perform the following job responsibilities, which include and are not limited to:
- Managing data systems, implementing tools, and ensuring system configurations align with regulatory compliance.
- Extracting, cleaning, normalizing, and assessing a high volume of complex and diverse data sets; develop data analysis strategies, conducting analyses of procurement data and patterns for agencies; translating data into actionable insights. making appropriate recommendations for optimizing M/WBE utilization; and developing performance indicators and track performance to measure impact of current and new policy directives,
- Supporting the Deputy Director in the review and assessment of diverse procurement submissions of agencies, systems and data analysis, and maintaining related records and reports.
- Performing special projects, generating, dashboards, ad hoc reports and analyses as needed, including drafting talking points and presentations for internal and external meetings and reviewing and editing proposals or policies related to the program.
- Performing analytics tasks using agency contracting, including running queries, conducting analyses, and developing reports using statistical and quantitative methods.
- Preparing routine reports and presentations of program performance data graphs/service trends.
- Maintaining and updating existing dashboards as needed using software such as Power BI and assisting in developing new dashboards as needed.
- Representing OM/WBE at interagency meetings and various external meetings and events related to the M/WBE Program.
- Leading team meetings, developing meeting agendas and facilitating productive discussions that support successful program outcomes and goals.
- Developing training materials and conducting training on program updates as needed.
- Creating guidance documents for internal staff and external users detailing updates to queries and reports.
- Spearheading special projects and strategic initiatives around M/WBE program performance reporting.
- Perform other duties as assigned.

**Residency Requirement**
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. Minimum Qualifications

1. Do you have a baccalaureate degree from an accredited college or university?

2. Do you have an associate degree from an accredited college or university along with two (2) years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities?

3. Do you have a four-year high school diploma, or its educational equivalent approved by a state's Department of Education or a recognized accrediting organization along with four (4) years of experience as described in question "2" above?

4. Do you have a satisfactory combination of education and/or experience equivalent to that described in questions "1," "2," and/or "3" above?


Preferred Skills

- Strong background in working on enterprise systems, a deep understanding of Database management technologies, and the ability to lead the team through successful database and data model building exercise. - Strong analytical and critical thinking skills, communication abilities, and problem-solving are essential. - Knowledge of technical languages, such as SQL, R or Python. - Experience with data visualization tools, particularly creating and designing dashboard in Power BI and Excel. - Proficiency in Microsoft PowerPoint, Excel and Access. - Experience in public policy analysis, program implementation and project management. - Proven capacity in project management skills, including organizing and strategic planning in technical implementation and monitoring the performance. - Ability to interface with all supervisory and frontline staff, including senior management and other respective stakeholders both in and outside government. - Familiarity with NYC Administrative Code 6-129, Procurement Policy Board Rules, and Local, State, and Federal diversity and inclusion programs. - Relevant experience with external and Intergovernmental Affairs, M/WBE laws, or public policy. - Working knowledge of City-specific applications including FMS, Passport, etc. - Ability to build partnerships with senior staff, managers, supervisors, and employees, and operate as a trusted advisor. - Strong oral and visual communication skills.
