THE DIVISION:
The Housing Division advises the Executive Office and City Planning Commission on a wide range of housing issues (including relevant ULURP and CEQR applications) and conducts planning studies and initiatives of citywide scope for the agency. Recently, the division led DCP’s Housing Opportunity zoning text amendment, which changed the zoning citywide in order to accommodate housing growth in every neighborhood. The division has a team of data and policy analysts who compile routine data and analysis to guide the activities of borough planning offices and other divisions at DCP.
The Division maintains and provides routine analysis of databases related to housing, including the tracking of development and alterations of buildings citywide. The Division also coordinates directly with the Department of Housing Preservation and Development, Department of Buildings, and other City and State agencies on data analysis, policy development, and the administration of joint programs such as the Inclusionary Housing program.
THE ROLE
Under direction and general guidance of the Director of Housing, with significant latitude for independent initiative and judgment, the Assistant Director will support the policy development and implementation for the division, and provide management support for a small team.
- Assist in the management of a medium-sized division, including supporting staff oversight and mentoring and assist staff in sustaining high standards of data and policy analysis
- Contribute to the formulation of the department’s work program and its management
- Lead studies of citywide issues and priority initiatives related to economic planning and real estate trends.
- Represent the Department on housing-related issues in interactions with other City and public agencies, the Office of the Mayor, elected officials, and external entities
- Act as a liaison and work to successfully shepherd collaboration and resolution of issues with other divisions and agencies regarding housing programs, initiatives, and projects.
- Assist in making recommendations to the Director, Executive Director, Deputy Executive Director for Strategic Planning, and the City Planning Commission regarding agency policy, City initiatives, and land use applications
- Assist in the use and application of divisional data to support development and communication of housing goals
- Work directly with other City agencies to share data and expertise, and to formulate interagency strategies on housing-related issues
ASSOCIATE STAFF ANALYST - 12627
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or
2. A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in "1" above.
3.An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as described in “1” above.
4. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in “1” above.
5.A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least one year of experience as described in “1” above.
- Minimum 5 years’ experience managing intra-agency, inter-agency and other teams on large, complex projects, demonstrating strong collaborative tendencies - Thorough knowledge of the City’s planning and housing issues, and a working knowledge of the Zoning Resolution, City and State tax incentive programs, affordable housing programs, and Department land use review procedures - Proven ability to apply independent judgment and innovative problem-solving when addressing complex policy matters - Demonstrated ability to problem-solve sensitive and complex issues with other senior staff within and outside the Department - Proven history of developing and implementing process and workflow management improvements, as well as ability to drive change - Outstanding organizational and management skills including proven leadership and team building - Excellent written, editorial and verbal communication and presentation skills - Demonstrated quantitative and qualitative analytical skills - Ability to influence without direct authority, including driving results through others - Excellent interpersonal skills and ability to work effectively with others to settle differences and negotiate agreements.
