NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.
The Tax Audit and Enforcement Division is charged with the audit of all business and excise taxes administered by New York City. The division conducts audits related to corporate, personal, sales, and use taxes. City tax auditors conduct audits of selected audit candidates with a goal of determining the appropriate tax liability of each taxpayer and applying NYC rules and laws in accordance with the City’s policies and procedures.
The Office of Tax Audit is charged with the audit of all business and excise taxes administered by the City of New York. Tax Audit conducts audits of general corporation tax, business corporation tax, commercial rent tax, unincorporated business tax, hotel tax, utility tax, real property transfer tax, and bank tax. Tax Audit also conducts NYC personal income tax and sales and use tax audits within New York City. Tax auditors conduct audits of selected candidates in the various administered taxes, with a goal of determining the appropriate tax liability of each taxpayer. The Office of Tax Audit includes the Field Unit, which conducts audits in the field, and the Non-field Unit, which conducts correspondence audits.
The Tax Audit and Enforcement/Tax Audit Division has an excellent promotional opportunity is available to serve as an Assistant Director in the Tax Audit and Enforcement Division, Commercial Rent Tax/Hotel Tax Unit. The selected candidate will oversee the management and operation of several groups of auditors and supervisors responsible for conducting tax audits across multiple tax types of varied complexity.
Responsibilities include, but are not limited to the following:
- Manage a unit consisting of two or more audit groups.
- Interpret complex New York City tax laws and Internal Revenue Code.
- Manage field audit administration to ensure that cases are thoroughly researched, and assessments are correct.
- Advise staff on tax auditing standards and practices.
- Ensure that all audits are conducted in accordance with tax law, departmental policies and procedures.
- Make recommendations regarding improved audit selection, auditing techniques, policy and procedures.
- Participate in the development of comprehensive training programs.
- Use the monthly reports and other data to maximize the auditor's and the group's efficiency.
- Prepare reports and perform related tasks.
- Participate in the resolution of complex cases by attending pre-meetings and exit conferences with taxpayers and/or their representatives.
- Communicate objectives consistent with the agency's and division's goals and monitor unit performance and productivity.
1. A baccalaureate degree including or supplemented by 24 credits in accounting, including at least one course each in auditing, U.S. taxation, advanced accounting, and cost accounting and four years of full-time progressively responsible tax related auditing or tax accounting experience at least 18 months of which must have been in an administrative or managerial capacity, requiring independent decision making concerning program management or planning, allocation of resources and scheduling and assignment of work.

High school or equivalent and 24 credits in accounting including at least one course each in auditing, U.S. taxation, advanced accounting and cost accounting and six years full-time progressively responsible tax related auditing or tax accounting experience at least 18 months of which must have been in an administrative or managerial capacity requiring independent decision making concerning program management or planning, allocation of resources and the scheduling and assignment of work.
3. Education and/or experience equivalent to "1" or "2" above. However, all candidates must have at least 24 credits in accounting from an accredited college including at least one course each in auditing, U.S. taxation, advanced accounting and cost accounting. Appropriate education may be substituted for the general tax related auditing or tax accounting experience (but not for the 18 months of administrative or managerial experience described above) at the rate of one year of college for six months of experience up to a maximum of four years college for two years of experience. A master's degree with a major in accounting, auditing or taxation may be substituted for an additional year of the general tax related auditing or tax accounting experience. In all case, all candidates must have at least 18 months of tax related auditing or tax accounting experience in an administrative or managerial capacity.
- At least 7.5 years of tax auditing experience, including at least 2 years as a Group Chief/Supervisor or 2 years in a supervisory position in a tax environment. - Demonstrate excellent leadership skills. - Extensive knowledge and expertise of tax laws, regulations, and audit guidelines across the various tax types and the ability to manage multiple tax types. - Strong performance management skills. - Strong organizational and leadership skills. - Excellent verbal and written communication skills. - A strong working knowledge of BTS and PASS computer application is required and CRRIS is a plus.
