THE DIVISION:
The Economic Development & Regional Planning Division is responsible for supporting the Department, City Planning Commission and city on a wide range of issues related to the equitable economic development of the city and region. The division compiles routine data and analysis to guide the activities of the city in understanding the health of our economy, including the tracking of employment, business activity, and workforce development, leads planning studies and initiatives of citywide scope for the agency, provides advice on the application of policy to individual land use review applications, and, working with other agency divisions and the Executive office, as well as sister agencies the Economic Development Corporation (EDC), Department of Small Business Services (SBS), other City and State agencies and City Hall, assists in setting and implementing policy priorities and objectives that support the city’s economic recovery and sustainable growth. The division is also responsible for communicating and coordinating the department’s initiatives and priorities with other governing entities throughout the larger New York Metropolitan Area and acting as an essential resource on regionally scaled planning challenges.
THE ROLE
Under direction and general guidance of the Director for Economic Development & Regional Planning, with significant latitude for independent initiative and judgment, the Assistant Director will support the policy development and implementation for the division and provide management support for a small team. This position will work closely with the Assistant Director for Research who will lead analytic and data resources for the division.
- Assist in the management of a medium-sized division, including supporting staff oversight and mentoring and assist staff in sustaining high standards of data and policy analysis
- Contribute to the formulation of the department’s work program and its management
- Lead studies of citywide issues and priority initiatives related to economic planning and real estate trends.
- Represent the Department on economic development-related issues in interactions with other City and public agencies, the Office of the Mayor, elected officials, and external entities
- Act as a liaison and work to successfully shepherd collaboration and resolution of issues with other divisions and agencies regarding economic development programs, initiatives, and projects.
- Assist in making recommendations to the Director, Executive Director, Deputy Executive Director for Strategic Planning, and the City Planning Commission regarding agency policy, City initiatives, and land use applications
- Assist in the use and application of divisional data to support development and communication of economic development goals
- Work directly with other City agencies to share data and expertise, and to formulate interagency strategies on economic development-related issues
1. A baccalaureate degree from an accredited college or university and two years of satisfactory full-time experience in city planning; or
2. A satisfactory combination of education and/or experience that is equivalent to “1"" above. Graduate
education in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or related fields may be substituted for experience on the basis of 30 graduate semester credits from an accredited college for one year of experience. However, all candidates must have a baccalaureate degree.
Special Qualification Requirements
Assignment Level III
To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.
Assignment Level IV
To be eligible for placement in Assignment Level IV, individuals must have, after meeting the minimum requirements, two additional years of professional experience as described in "2" above.
- Minimum 3-5 years’ experience managing intra-agency, inter-agency and other teams on large, complex projects, demonstrating strong collaborative tendencies - Thorough knowledge of the City’s planning and economic development issues, and a working knowledge of the Zoning Resolution, City and State tax incentive and business assistance programs, workforce development resources, and Department land use review procedures - Proven ability to apply independent judgment and innovative problem-solving when addressing complex policy matters - Demonstrated ability to problem-solve sensitive and complex issues with other senior staff within and outside the Department - Proven history of developing and implementing process and workflow management improvements, as well as ability to drive change - Outstanding organizational and management skills including proven leadership and team building - Excellent written, editorial and verbal communication and presentation skills - Demonstrated quantitative and qualitative analytical skills - Ability to influence without direct authority, including driving results through others - Excellent interpersonal skills and ability to work effectively with others to settle differences and negotiate agreements.
