SUMMARY:
The Mayor’s Office of Management and Budget (OMB) is the City government's chief financial agency. OMB's staff of analysts and experts assembles and oversees the Mayor’s expense and capital budgets, which fund the services and activities of approximately 90 City agencies and entities.
The Environmental Sustainability and Resiliency (ESR) Task Force analyzes and tracks Citywide sustainability and resiliency funding and supports agencies and other OMB units in the formulation, design, evaluation of policies and investments.
JOB DESCRIPTION:
The duties of this position include, but are not limited to, the following activities:
The Assistant Director will lead the ESR Sustainability Policy Unit, a multidisciplinary team that conducts policy analysis and special projects focused on the City’s efforts to reduce greenhouse gas emissions. The unit will closely coordinate and collaborate with the ESR Resiliency Policy Unit. The unit also supports the development of New York City’s Climate Budget, which will publicly quantify the impacts of City actions toward climate-related goals and targets, promoting Citywide coordination, climate-aligned investment decisions, and accountability.
Topics include:
- Greenhouse gas emissions from buildings, transportation, and waste management systems
- Energy generation, transmission, storage, and utilization
- Scope 3 emissions
- Climate action co-benefits, including air quality, health impacts, resiliency, and economic development
- Environmental and climate justice
The Assistant Director will oversee staff carrying out various work including:
- Assessing City cost, emissions, public health, and risk implications of legislation, initiatives, and proposed policies, projects, and programs.
- Surveying academic literature, interviewing researchers and design professionals.
- Statistical analysis of large datasets.
- Drafting and presenting analysis and research
- Development, analysis, and implementation of investment metrics, tools, and protocols to support achievement of sustainability outcomes.
In addition to subject matter expertise, the position will require a high capacity for independence, relationship building, and creativity. The candidate should possess the ability to manage multiple, often-competing priorities, perform program/project management functions, and manage staff effectively to ensure properly skilled individuals are assigned to and satisfy specific needs.

PREFERRED QUALIFICATIONS: Applicants should meet the following qualifications: - Experience supervising multiple staff and with program/project management. - Proficiency in Microsoft Excel. - Proficiency in at least one data/statistical coding platform (for example Python, R, STATA) - Experience in Greenhouse gas emissions accounting using a conventional framework (for example, GPC). - Experience with applied quantitative analysis, such as scenario modeling or statistical methods like econometrics/regression. - Knowledge of and/or experience with New York City government, NYS and NYC energy, real estate, or construction markets and regulatory framework. - Excellent writing, presentation, and interpersonal skills. - Ability to use good judgement under pressure, motivation to work on projects with long timelines, and creativity while facing problems without clearly defined solutions. Applicants should also have some expertise in at least one of the following bulleted areas below: - Air quality and pollutants. - Climate impacts of organic waste management. - Building energy efficiency and beneficial electrification. - Transportation modeling and planning. - Climate adaptation and resiliency. - Applied microeconomic policy analysis. - Public budgeting or finance.
