OTI’s Franchise Administration/Broadband Division is responsible for managing franchise agreements with private telecommunications companies authorized to use the City’s rights-of-way to provide telecommunications services throughout the city. In addition to managing dozens of franchise agreements in an effort to ensure that telecommunications services are deployed both efficiently and equitably, the Franchise Administration/Broadband Division is focused on advancing the City’s broader digital equity and inclusion goals.
The Franchise Administration/Broadband Division has an opportunity for an experienced Assistant Director of Digital Inclusion and Partnerships to support efforts to ensure that New Yorkers have the connectivity, resources, and skills they need to successfully participate in an increasingly digital world.
Reporting to the Director of Digital Inclusion and Partnerships, primary responsibilities will include:
- Support the implementation and management of OTI’s existing and planned digital equity programs and initiatives;
- Lead relationships, oversight and expansion of OTI’s Connected Communities initiative;
- Collaborate and assist with the agency’s annual public computer center inventory data collection efforts, including analysis and presentation to leadership for further investments and improvements;
- Collaborate with City agencies on the planning and implementation of various broadband initiatives;
- Regular engagement with State and Federal partners regarding digital equity funding;
- Contribute to broadband standards with a focus on equitable access, targeted training, and device availability;
- Participate in meetings and negotiations with potential vendors to enable compliance with contract provisions related to citywide broadband goals;
- Perform special projects and assignments, as required.
HOURS/SHIFT
Day - Due to the necessary management duties of this position in a 24/7 operation, candidate may be required to be on call and/or work various shifts such as weekends and/or evenings.

1. A baccalaureate degree from an accredited college including or supplemented by 24 credits in the field of voice and/or data telecommunications or in a pertinent scientific, technical, electronic or related area, and four years of satisfactory fulltime experience in the performance of analytical, planning, operational, technical, or administrative duties in a voice and/or data telecommunications or closely related electronics planning, management, and/or service organization, one year of which must have been in a highly specialized capacity and 18 months must have been in an executive, managerial, or administrative capacity or in the supervision of staff performing work in the voice and/or data telecommunications field; or
2. An associate degree from an accredited college including or supplemented by 12 credits in the field of voice and/or data telecommunications or in a pertinent, scientific, technical, electronic or related area and five years of experience as described in "1" above; or
3. Education and/or experience equivalent to "1" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and one year of the specialized experience as described in "1" above and must possess the 18 months of executive, managerial, administrative or supervisory experience as described in "1" above.
The successful candidate should possess the following: - Grounded in a general understanding of broadband technologies - Demonstrated commitment to digital equity principles and goals - Well-honed research skills for policy research and analysis - Experience as a facilitator to support qualitative engagements with external stakeholders - Comfort / fluency with data and statistics, tableau and excel very helpful or willing to learn - Ability to conduct a thorough policy analysis and support prep for executive-level review. - Strong collaboration skills - Grant-seeking and grant-making expertise - Organizational operations experience - Task/detail oriented, able to work in a self-directed manner - Reliable in follow through on assignments.
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
