The Division of Transportation Planning and Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, including street-related energy policies and supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division’s responsibilities include planning, street design, technical analysis, signs, bus lanes and busways, electric vehicle charging, freight mobility and markings, and ensuring the safety of motor vehicle occupants, pedestrians, and cyclists. Transit Development (TD) is responsible for developing public transit-supportive street infrastructure and policies in order to improve mobility for all New Yorkers. The group manages the Better Buses initiative and transit policy initiatives and develops projects and plans to improve the quality and safety of bus operations and access to transit. TD serves as an agency resource on public transit related matters, including as one of the key contact points with the MTA agencies.

TD seeks to hire an Assistant Director to help lead the Bus Priority team possessing demonstrated supervisory and leadership skills with the ability to provide vision, guidance, and staff development. The Assistant Director is responsible for managing transit-related street design for New York City, including nearly 150 miles of bus lanes, busways, and the legacy Select Bus Service programs. The Assistant Director will lead the planning and implementation of a large portfolio of highly visible and complex transportation projects that support improved bus service and better street designs in New York City, including bus lanes and busways. Responsibilities include overseeing a 3 person staff developing, implementing the Better Buses Action Plan and other transit priority and complete streets projects, overall program management, including an annual expense budget of approximately $10 million, staff workloads, and other supervisory duties, as well assisting the Director and Deputy Director in supporting the overall day to day work of the unit. Work will include supervising and performing geographic, statistical, and other planning-related analysis as well as public presentations, and the candidate should be comfortable working with community groups in both large and small settings. The positions will be a key point of coordination with DOT staff, the MTA, other City, State, and Federal agencies, elected officials and the general public.

Preferred Skills
Knowledge and experience in the development and implementation of innovative bus priority projects, experience in innovative public outreach techniques, as well as in briefing executive staff and elected officials, understanding of NYC communities, including familiarity with the Community Board system and prior experience working on coordination of projects with outside stakeholders and other government agencies. Ability to understand and communicate bus rapid transit and transportation planning / engineering principles in order to build consensus for design solutions in line with DOT' s mission is essential, including a strong understanding of street design, transit operations, and traffic analysis.

Minimum Qualifications

1. A baccalaureate degree from an accredited college or university and two years of satisfactory full-time experience in city planning; or

2. A satisfactory combination of education and/or experience that is equivalent to “1"" above. Graduate
education in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or related fields may be substituted for experience on the basis of 30 graduate semester credits from an accredited college for one year of experience. However, all candidates must have a baccalaureate degree.

Special Qualification Requirements

Assignment Level III
To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.

Assignment Level IV
To be eligible for placement in Assignment Level IV, individuals must have, after meeting the minimum requirements, two additional years of professional experience as described in "2" above.

New York City residency is generally required within 90 days of appointment.
