1) To re-envision how the Health Department prepares for and responds to health emergencies, with a focus on building a “response-ready” organization, with faster decision-making, transparent public communications, and stronger surveillance and bridges to healthcare systems 2) Address and prevent chronic and diet-related disease, including addressing rising rates of childhood obesity and the impact of diabetes, and transforming our food systems to improve nutrition and enhance access to healthy foods
3) Address the second pandemic of mental illness including: reducing overdose deaths, strengthening our youth mental health systems, and supporting people with serious mental illness
4) Reduce black maternal mortality and make New York a model city for women’s health
5) Mobilize against and combat the health impacts of climate change

PROGRAM AND JOB DESCRIPTION:

The nation's leading local health department seeks an Assistant Director of .NET Applications to join its award-winning, innovative technology team in revolutionizing public health IT. The New York City Department of Health and Mental Hygiene (DOHMH) uses the latest technologies and enterprise wide application solutions in its groundbreaking work to promote and protect New Yorkers' health and improve DOHMH's business operations.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

Provide design and architectural input to the team while translating product requirements into workable, documented designs.
Provide technical leadership for enterprise-level .NET Core, 4.0/4.5, ASP.NET, C#, n-Tier architecture, as well as Open Source information technology efforts.
Lead technical teams through SDLC phases of analysis, design, development, unit/ integration/ performance testing and implementation as per specifications and system design.
Understand existing application architecture/design and perform application development according to design specifications and coding standards as well as understand network design, security architecture and performance constraints.
Participate in and contribute to formal/informal technical reviews and presentations.
Explore new ideas and initiatives that encourage innovation.
Take inputs from reporting manager(s) and appropriately apply comments/feedback and accurately estimate time required to complete development tasks.
Proactively initiate, develop and maintain effective working relationships with team members.
Supervise, mentor and guide developers.


Minimum Qualifications

1. A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or

2. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or

3. A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or

4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above.

In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity as described in "1" above.


Preferred Skills

Extensive knowledge of principles and techniques of architecture, design, development, integration, and implementation of complex computer systems in a complex network environment. Extensive knowledge of programming languages including PowerShell, C#, SQL, JavaScript, TypeScript, HTML, CSS, .Net/.Net CORE. Extensive knowledge of developing and consuming APIs. Excellent written and oral communication skills. Excellent interpersonal skills for establishing and maintaining effective working relationships with City staff, department staff, and computer vendors. Excellent skills in planning, organizing, problem-solving, and time management.
Residency Requirement

New York City Residency is not required for this title.
