Transportation Planning and Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division’s responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists. Traffic Control & Engineering (TCE) is responsible for administration, engineering and operations related to the installation, manufacturing, maintenance and removal of signs, flexible bollards, moveable barriers, in-house traffic sign production and other traffic control devices. The office draws on the expertise and talents of engineers, sign designers, planners, inspectors, IT experts, analysts, and others to help the agency achieve Vision Zero and other city goals.
TCE is seeking an ambitious and motivated individual to fill the position of Transportation Specialist II and serve as the Assistant Deputy Director of Bus Stop Management. The Asst. Dep. Director will assist in the direction and supervision of a staff of over 20 professional, technical, trade, and administrative employees engaged in a multimillion-dollar bus stop permit system, bus routes network redesign, complex transportation studies, construction projects, and investigations citywide. The responsibilities of the position include delegating assignments, monitoring work performance. The communicating performance problems with employees, working closely with senior staff to develop plans to meet current and future job responsibilities. The supervising and coordinating with bus companies, contractors, city agencies, elected officials, community boards, and citizens on requests for the installation of all new, the removal of old and adjusting length of bus stop stops, layovers, bus parking, and all the other furniture within bus stops during Street, Sidewalk, and Bridge construction, assisting in the preparation and management of new laws and traffic rules for the management of the private bus industry. The assisting in the preparation of standard operating procedures and the bus stop criteria, managing Bus Stop Permits planning and administrative staff, developing and maintaining the city’s extensive Bus Stop Permits system on the NYCStreets online application. Overseeing and supervising the bus stop permits requests that include billing, payments, reconciliation, safeguarding, and the submission of checks to the budget office, acting as a liaison between the office Borough Commissioners, bus companies, community board, and all the related parties, attending meetings with Borough Commissioners, bus companies, community board, and all the related parties. Researching and responding in writing to correspondence from bus operators, elected officials, Community Boards, and members of the public concerning bus stops and related traffic regulatory issues. Drafting and editing high-level memos, correspondence, reports, and PowerPoint presentations for diverse audiences, including City Hall, elected officials, NYPD, engineers, planners, community groups, students, and other stakeholders, assisting in coordinating and planning implementation of DOT’s policy, communications, operational and budget agenda including Private Bus Annual Revenue Adjustments Financial Plan, Sightseeing Administrative Cost Relating Private Buses Revenue Adjustments and Business Justifications for Bus Stop Permits Database Enhancements. Overseeing and coordinating the employee performance management process, working with management and employees to evaluate and identify training needs, evaluating, developing, and coordinating training materials to facilitate learning, promote employee morale and drive organizational performance goals. Working closely with Transit Development group regarding the Sightseeing Bus Study to regulate the Sightseeing industry. The selected candidate will also assist the Director with preparing and/or analyzing invoices, special reports, projects, and documents.

Preferred Skills
Should possess a motor vehicle driver’s license, valid in the State of New York. This license should be maintained for the duration of employment. Key knowledge of traffic engineering principles and standards. Proficiency in the SIMS system, NYCStreets, and Microsoft Access. Ability to plan, develop, implement, and write clear and concise memos, policies, letters, emails, and reports.

1. A master's degree in transportation engineering, mathematics, urban planning, architecture, landscape architecture, urban studies, or related physical and social science fields; or
2. A baccalaureate degree in engineering from an accredited college and one year of full-time satisfactory experience performing technical work on roadway transportation and traffic studies and area-wide traffic programs; or
3. A baccalaureate degree from an accredited college and two years of full-time satisfactory experience as described in "2" above; or
4. An associate degree or completion of 60 semester credits from an accredited college and four years of full-time satisfactory experience as described in "2" above; or
5. A four-year high school diploma or its educational equivalent and six years of full-time satisfactory experience as described in "2" above.

In addition to meeting the minimum Qualification Requirements above:
To be assigned to Assignment Level II, the candidate must have an additional year of experience as described in the "Qualification Requirements" listed under "2" above.
To be assigned to Assignment Level III, the candidate must have an additional two years of experience as described in the "Qualification Requirements" listed under "2" above.
