The Assistant Deputy Commissioner is responsible for the fiscal oversight for HRA and DHS to ensure that all operations are in compliance with the Comptroller’s Directives, Financial Management System (FMS) procedures and the State and Federal regulations related to claiming, revenue accounting, and the billing and collecting of accounts receivables. This position will oversee the following three operational units :Division of Accounts Receivable and Billing (DARB) – oversees the collection, processing and distribution of refunds and recoveries; Division of Revenue Control and Analysis (DRCA) - to ensure that recording revenue in City Books are in compliance with the Comptroller’s Directives, revenue is fully recorded, and reimbursement received completely; Bureau of Claims and Reimbursement (BCR) - to ensure compliance with Federal, State and City regulations in order to meet rigorous claiming deadlines, avoid disallowances and deferrals and maximize revenue.
The Deputy Commissioner’s Office is recruiting for one (1) Administrative Staff Analyst M-IV to function as the Assistant Deputy Commissioner, Revenue & Reimbursement Office, who will:
- Direct the administration of the Bureau of Accounts Payable (BAP) in support of HRA and DHS’s service delivery network through the timely and appropriate authorization and issuance of payments to contractors, employees, other HRA and DHS programs and agencies and other parties.
- Administer and control the fiscal operations within the Revenue and Reimbursement Office to ensure compliance with the Comptroller’s Directives, Financial Management System (FMS) procedures and that the Federal, State and City regulations related to claiming, revenue accounting, billing and collection, processing and distribution of accounts receivables, refunds and recoveries meets rigorous claiming deadlines to avoid disallowances and deferrals and to maximize revenue.
- Advise the Executive Deputy and the Deputy Commissioner of the implication of new policies, and initiatives and Agency priorities as they affect the claiming of Federal and State reimbursement for costs incurred; recoveries from others owing money to DSS-HRA-DHS; recognizing and realizing of all DSS-HRA-DHS revenues on City books that includes the HRA and DHS.
- Administer the planning and continuous development of the new cost allocation methodology for DSS to integrate DHS and HRA administrative support staff.
- Be responsible for reassignment of DHS Administrative Accountable and exercise primary managerial responsibility for the preparation and execution of the annual year-end accruals, the estimated disallowances and the year end HRA/DHS closing books in collaboration with the Office of Budget Administration (OBA), the Office of Management & Budget (OMB), DRCA, BCR and the Office of the New York City Comptroller.
- Execute management control and exercise complete authority of the HRA/DHS claiming methodology during the annual federal program audit and review, the State monthly review of the claims and cooperates with the independent auditors for the Annual Single and Financial Audit in the preparation of the Comprehensive Annual Financial Report of the City Books. Manage the oversight of the auditing and reporting compliance for the Federal Grants and homelessness programs.
- Manage and oversee the development of the ISR into the ISP program which encompasses the enrollment and participation of the DHS non-cash assistance shelter clients. This action increased the volume of participants in the income savings program.
- Plan, implement and oversee all stages of formulating and establishing fiscal policy, financial goals; monitor expenditures and produce long range financial plans for DSS/HRA/DHS’s component agencies to optimize integration of services. Respond to all operational problems.
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
- Understanding of the complex relationships among the City, State and Federal governments, needed to recognize the fiscal impact that new or proposed legislation, regulations or procedures will have on increasing or reducing revenues for the Agency and the City. - Hands-on financial and budgetary experience and knowledge of all HRS/DSS program area operations needed to forecast the results of fiscal policies and the effect on the Agency and the City. - Strong analytical and quantitative skills in fiscal and budgetary operations, organization analysis and management planning. - Knowledge of the City’s financial policy, in order to ensure implementation as outlined in Comptroller’s Directive. - Ability to direct and diverse staff in a manner that maximizes productivity. - Strong written, and verbal communication skills.
