Customized Assistance Services (CAS) helps Human Resources Administration (HRA) clients with health and/or mental health conditions reach the highest attainable level of functioning and self-sufficiency by providing comprehensive, integrated, individualized clinical and support services. It also develops and implements programs that address the rehabilitation needs of various HRA population with special needs.

Customized Assistance Services (CAS) is comprised of two main ORS components: the Wellness, Comprehensive Assessment, Rehabilitation and Employment (WeCARE) program and the Office of Reasonable Accommodations and Substance Use Policy, Planning and Monitoring. CAS works with other components of HRA and with other governmental and non-governmental service providers.

Customized Assistance Services (CAS) is recruiting an Administrative Director of Social Services M-IV to function as the Assistant Deputy Commissioner of the Office of Rehabilitation Services (ORS), who will:

- Direct and manage the activities of two units, with (2) Master’s level program direct reports, whose programs have a combined caseload of over 50,000 clients:

- The Wellness, Comprehensive Assessment, Rehabilitation and Employment (WeCARE) program that provides a continuum of services through contracted agencies to cash assistance clients with health and/or mental health conditions that may affect their employability.

- The Office of Reasonable Accommodations and Substance Use Policy, Planning and Monitoring that direct HRA’s substance use initiatives, including oversight and monitoring of contracts for substance use assessment and case management services that develops and implements reasonable accommodation policies, procedures and practices that increases clients’ successful participation in HRA programs and eventually self-sufficiency.

- Report directly to CAS’ Deputy Commissioner and work collaboratively with CAS Senior management to develop services for clients with special needs including medical and/or mental health conditions, disability, reasonable accommodations, employment, education and training, Federal Disability Benefits substance use, case management, and supportive housing.

- Collaborate with Senior HRA leadership, federal, state, and local government officials, including local social services agencies, and community partners to formulate and direct the implementation of policies, procedures, and practices that the address the rehabilitation needs of HRA’s populations with special need to ensure the meet the requirements of federal, state and city laws and regulations and meet best practice guidelines.

- Coordinate the implementation of HRA’s rehabilitation services with other areas within HRA, CAS’s contracted vendors, other city, state and federal agencies, and the rehabilitation community.

- Represent HRA on rehabilitation services issues at community forums, conferences and high-level governmental meetings.

- Oversee the assessment and evaluation of program initiatives to determine their effectiveness and make recommendations for new and enhanced programs.


Minimum Qualifications

1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, in a large governmental agency, business firm, civic or community organization operating in the area of social services, including one year at the administrative or managerial level; or

2. Education and/or experience equivalent to "1" above. Graduate education or a license may substitute for up to a maximum of three years of experience in the area of social services, but not for the one year of experience at the administrative or managerial level as described in "1" above, as follows:

(A) A master’s degree from an accredited college or university in accounting, business, child welfare, counseling, economics, education, finance, human resources, labor relations, management, management science, nursing, operations research, organizational behavior, personnel or public administration, political science, psychology, sociology, social work, statistics, and/or urban studies may substitute for two years of experience; and/or

(B) Graduate education beyond the baccalaureate degree may be substituted at the rate of 30 semester credits from an accredited college or university in the area(s) listed in “2(A)” above for each year of experience up to a maximum of three years; or

(C) A valid New York State Registration as a Licensed Clinical Social Worker (LCSW) or Licensed Master of Social Work (LMSW) may substitute for three years of experience.

However, all candidates must have a baccalaureate degree from an accredited college and one year of experience at the administrative or management level as described in "1" above.
