The Bureau of Revenue Development and Automation (BRDA) develops, automates, and manages complex revenue generating and risk avoidance projects, provides financial analysis and technical support and conducts data research. Most of its projects require proficiency in Enterprise Data Warehouse (EDW), Structured Query Language (SQL) and Microsoft Access. BRDA is comprised of two divisions that are responsible for implementing revenue enhancing initiatives and projects using complex SQL algorithms and EDW data, analyzing data to identify claims that can be reclaimed for higher federal and state reimbursement rates, preparing claim adjustments to maximize federal and state funding, providing technical support, financial analysis, data retrieval and financial claims support to DSS and other City agencies, responsible for the semi-annual SNAP Certification process for DSS/HRA staff and the 1099 issuances for rental payments.

The Office of Revenue Management and Development (ORMD)/Deputy Commissioner’s Office is recruiting One (1) Administrative Staff Analyst M-3 to function as the Assistant Deputy Commissioner of the Bureau of Revenue Development (BRDA) who will:

- Oversee the management and administration of BRDA.

- Direct, coordinate, and supervise managerial and professional staff.

- Sets goals, objectives, and priorities for each Division within the Bureau.

- Monitor all projects and provide input and guidance.

- Ensure approximately $100m claims are submitted annually and all claiming deadlines are met.

- Review and interpret legislation and Agency procedures pertinent to claims and claiming projects to ensure the accuracy of claims.

- Maintain liaison with key internal/external offices such as the Office of Management and Budget, Housing Prevention Administration, Medical Assistance Program, Family Independence Administration, etc. to ensure the Bureau’s objectives and deadlines are met.

- Design and review specifications for EDW projects and various analyses.

- Oversee the review of the quality assurance analysis.

- Provide technical support to Executive Staff on the availability and accuracy of data in EDW.

- Analyze and investigate trends pertaining to data relevant to ORMD’s claims and make recommendations.

- Be responsible for ensuring that staffing needs are met. Follow up on vacancies and actively work to ensure that there are resources and positive morale within the Bureau.

- Assist the Deputy Commissioner with special projects and prepare detailed and summary reports as needed.

- Attend meetings and work collaboratively with the Deputy Commissioner to expedite the implementations of revenue opportunities or corrective plans to avoid audit sanctions or disallowances.


Minimum Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
