New York City Emergency Management (NYCEM) is seeking an innovative candidate with experience in emergency management and resiliency for the Assistant Commissioner, Resiliency and Recovery.
The Resiliency and Recovery division of P&R focuses on bridging long-term strategies to reduce NYC’s risk with actionable operations and programs. This includes coordinating and guiding partnerships to develop strategies that analyze, plan, and address hazard risk and vulnerabilities. The division is responsible for recovery planning, the City’s Hazard Mitigation Plan, risk reduction tools, the Interim Flood Protection Measures program (IFPM), and maximizing the City’s receipt of hazard mitigation funding.
Reporting to the Deputy Commissioner of Planning and Resilience, the Assistant Commissioner is responsible for all aspects of the division, providing leadership, strategic vision, and working with 14+ staff and colleagues across the agency to increase New York City’s resiliency.
The selected candidate will advise the Deputy Commissioner and senior leadership on all programmatic and policy decisions related mitigation, recovery, and risk. The candidate will interact with senior management and operations staff at all levels of government, the private sector, public authorities, and non-profit organizations and maintain a familiarity of national and international standards in emergency management.
The selected candidate will oversee two units: the Risk Analysis and Recovery Unit, which is focused on planning and analysis, and the Mitigation Unit which is focused on implementation and operations.
- The Assistant Commissioner will oversee all activities and initiatives in the following areas:
- Advance all-hazards, long-term initiatives that reduce risk and increase resiliency through planning, analysis, and implementation.
- Develop hazard mitigation and recovery planning and tools, including creative ways to foster integration with other citywide efforts leveraging data and technology.
- Support the implementation of the NYCEM-led Interim Flood Protection Measures Program with the Logistics Bureau, and coordinate with citywide coastal resilience projects that have deployables/just-in-time measures, citywide.
- Coordinate and oversee hazard mitigation grant project life cycle for the City to maximize funding through FEMA HMGP, BRIC, FMA, and other funds that align with scope and need.
- Provide strategic leadership for scoping and implementation of resiliency projects to ensure they can operationally integrate with citywide emergency response plans.
- Ensure NYC’s eligibility for FEMA mitigation funding through oversight of the NYC Hazard Mitigation Plan while advancing risk management tools in creative and innovative ways.
- Provide leadership, vision, and supervision to the division through creative problem solving, budget management, advancing staff skillset and expertise.
- Focus on staff development, while empowering division leadership and fostering a collaborative team culture.
- Support the Administration’s emerging or priority projects as needed, while working across the agency to provide strategic direction to for allocation of resources tied to resiliency.
- Build strong relationships and work closely with other divisions, collaborating in the development of project tracking, monitoring, and evaluation tools to continuously improve Resilience program areas.
- Provide division leadership to direct and indirect reports, including promoting a culture of inclusivity, open and transparent feedback, coaching and mentoring, and fostering professional growth.
- Be well versed in the work of the agency, communicating with the units about division and goals, and keeping staff informed.
**PLEASE NOTE THE FOLLOWING:
The selected candidate will be assigned to an on-call Emergency Operations Center (EOC) team and will be expected to work non-business hours during some emergencies. These non-business hours include nights, weekends, holidays, and extended week hours outside of a 9AM-5PM schedule. The selected candidate will also participate in trainings to build skills and competencies in emergency response; will participate in drills and exercises associated with the on-call EOC team; and may volunteer to assist with Ready NY emergency preparedness presentations to external groups. EOC teams are on call for three weeks at a time, with six weeks off in between.
This position is supported with grant funding from the Urban Areas Security Initiative (UASI) grant through 8/31/2025 with the possibility of an extension.

1 . A four-year high school diploma or its educational equivalent and eight years satisfactory full-time professional experience in one or a combination of the following: emergency management, fire or police services, public safety, public health, public administration, urban planning, engineering, or another specialized area to which the appointment is to be made. 18 months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience in one or a combination of the areas listed in "1" above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in "1" above; or
3. A master' s degree from an accredited college in emergency management, public administration, urban planning, engineering, economics, political science, the physical sciences, or related field, and three years of satisfactory full-time professional experience in one or a combination of the areas described in "1" above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in "1" above; or
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must have a four-year high school diploma or its educational equivalent and the 18 months of executive, managerial, administrative, or supervisory experience, as described in "1" above.
Responsibilities may include, but aren't limited to: - Proven leadership with a demonstrated history of successful supervision of staff. - At least five years of full-time responsible, relevant experience, three (3) years of which must have been supervisory. - Creative, analytical thinker with proven track record of collaborative problem-solving. - Demonstrated experience in disaster recovery, procurement, hazard mitigation, climate adaptation, grant management, project management, and/or infrastructure and community resiliency (ideally five years or more). - Exceptional organizational, communication (oral and written), and interpersonal skills - Ability to communicate and interact with officials at all levels of government and demonstrated experience as a coalition builder. - Experience distilling complex information into manageable, actionable documents. - Responsive to requests from Bureau and agency leadership with a good grasp on time management and resource allocation. Ability to manage multiple complex projects simultaneously in a fast paced, deadline-driven environment. - Ability to work with a diverse group of stakeholders to advance goals while demonstrating sensitivities towards a breadth of work styles, communication approaches, and backgrounds. - Experience in a leadership capacity in the execution of operational plans and risk reduction projects a plus. - Proven knowledge of tools and processes that advance data-driven reporting, geospatial analysis (e.g. ArcGIS online), and reporting (may include: Airtable, Tableau, Excel) - Fluency in a language, other than English, commonly spoken in NYC a plus. **Studies have shown that women, people of color, and other under-represented groups are less likely to apply for jobs unless they believe they are able to perform every task in the job description.
