Under executive direction of the Deputy and Associate Commissioners of Administration with great latitude for the exercise of independent judgment has oversight responsibility for the overall provision of Human Resource services, policies and programs for the Department as well as the responsibility for effecting progressive, productive and cooperative working relations with Fiscal Operations, the Mayor’s Office of Labor Relations and the Office of Collective Bargaining and employee labor unions. Duties will include but not be limited to the following:

Advises Executive and Senior level staff on personnel policies and provides technical assistance where appropriate to ensure uniform application of Citywide and Agency policies and procedures.

Originates and leads Human Resources practices and objectives that will provide an employee-oriented, high-performance culture that emphasizes quality and productivity and the recruitment and ongoing development of a superior workforce.

Coordinates the implementation of services, policies and programs through Human Resources and Timekeeping staff that provide customer friendly service to all agency personnel in the areas: recruiting and staffing, employee orientation, benefits, recordkeeping of time, workforce safety, career counseling, organizational development, performance management and labor and employee relations.

Coordinates the activities of the Personnel and Timekeeping Units to ensure the integrity of all human resource functions including recruitment, selection, placement, civil service administration, timekeeping, classification, compensation, benefits administration and reporting and labor relations; and ensures that data input to the NYCAP’s, Planned Action Report (PAR) Process and City Time systems is both accurate and in compliance with applicable rules, regulations, and policies.

Works collaboratively with Assistant Commissioner of Financial Operations to streamline the sharing of information to increase the timeliness and correctness of all personnel actions processed.

Advises all levels of management on Human Resources and Labor Relations issues ensuring agency compliance to all applicable rules, regulations and contractual agreements.


Serves as agency representative to the New York City Office of Labor Relations and as a member of the City bargaining committee in all contract negotiations involving department titles, with authority to make decisions for the agency in consultation with the Deputy and Associate Commissioners of Administration.

Administers agency grievance review and appeal proceedings; serves as hearing review officer empowered to render final decisions on behalf of the agency head, in consultation with the Deputy Commissioner of Administration.

Works closely with DOP Equal Employment Opportunity (EEO) Officer to ensure appropriate information is disseminated and serves as the Agency Career Counselor.

Maintains liaison function with Department of Citywide Administrative Services (DCAS) on all transactions ensuring compliance with applicable polices and Comptroller’s Directives.

Maintains an up-to-date Employee Manual; ensures that policy and procedure communications are routinely distributed to all staff to provide access to up-to-date and relevant information.
