The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.
New York City has approximately 140,000 catch basins, 114,000 hydrants, 90,000 valves, 14 gatehouses, 3 reservoirs, 68 groundwater wells, a 100 million gallon underground storage tank and 7,000 miles each of both sanitary sewers and water mains. The responsibility of maintaining these vast networks falls under the Department of Environmental Protection’s Bureau of Water and Sewer Operations (BWSO).
BWSO seeks a candidate to function as Assistant Commissioner of Business Operations, Core Services and Digital Transformation, reporting directly to the Deputy Commissioner of BWSO. In this capacity, the candidate will provide oversight, assistance and guidance in policy development and the effective execution of the following responsibilities and activities, which include but are not limited to:
- Represent the agency in meetings with external stakeholders, including government agencies, community organizations, and private sector partners, advocating for the needs and interests of the Bureau.
- Collaborate with teams to assess, select and implement digital solutions, ensuring alignment with the Bureau’s strategic goals.
- Continuous improvement and Strategic Planning for the Bureau.
- Lead digital transformation initiatives within the Bureau, focusing on the integration of innovation technologies to enhance operational efficiency.
- Advocate for and implement digital tools that facilitate data driven decision making, improving workflow automation.
- Overseeing the Director of Project and Business Operations Management in:
- The Project Management Office (PMO) to establish a framework for project governance, ensuring that all initiatives are delivered on time, within scope, and aligned with organizational objectives, thereby driving accountability and success.
- The Office of Online Permitting to enhance application processes, improve user experience, and facilitate timely approvals for permits and licenses, ultimately boosting service delivery to constituents.
- The enforcement of the Cross Connection Control policy and procedures.
- Leveraging GIS, work management and complaint data analytics tools to help drive decisions and support FOPs.
- Implementing innovative pilot programs based on new and emerging data trends/ideas
- Developing innovative ways to understand complaint data trends, outliers, and patterns to enhance business processes and update workflows.
- Overseeing the Director of Operations Analysis and Regulatory Compliance in:
- Compliance with MS4 permits and regulatory requirements.
- Ensure the effective administration and development of Management Information Systems.
- GIS, modeling and analytics initiatives, ensuring accurate data and mapping of water and sewer infrastructure.
- Ongoing maintenance and updates of technology systems related to operations analysis.
- Management of contracts for catch basin inspections and cleaning efforts, ensuring compliance with safety and operational standards.
- Overseeing the Director of Management Services in:
- Preparation and management of the Bureau’s budget and procurement processes, ensuring adherence to financial guidelines and policies.
- Personnel operations and management including timekeeping operations for the Bureau, recruitment, onboarding, and training.
- Managing effective records management practices within the Bureau, maintaining compliance with applicable regulations and policies.

ADMINISTRATIVE STAFF ANALYST - 10026
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above.
2. A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
3. An associate degree or completion of 60 semester credits from an accredited college and six years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
4. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and eight years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
5. A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least two years of experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
Preferred Skills: - Experience in leading and directing high-performance teams. High-level functional knowledge and skill in a large organization, public utility, or wastewater program. - Knowledge of strategic planning, process reengineering, process improvement lean management philosophy, six sigma or other related continuous improvement processes. - Ability to manage multiple tasks and experience working and managing through complex systems across large number of stakeholders. - Able to manage multiple projects and work in a fast-paced environment. - Strong analytical and problem-solving skills. - Excellent relationship management skills and an ability to communicate complex issues to a variety of stakeholders. - Strong understanding of computer programs and their use in optimizing systems. - Experience working in Agile or Scrum environments, including participation in sprint planning, stand-ups, and retrospectives. - Advanced computer skills, including proficiency in MS Office, with proven skills and experience in SQL database scripting, and advanced Excel skills. - At least 10 years education/experience background in project management, project implementation, and Project Administration. - Lean Six Sigma or Project Management certification - Ability to work efficiently under pressure and meet restrictive deadlines.
