The New York City Department of Design and Construction is seeking to hire an Assistant Commissioner for the Office of Diversity and Industry Relations (ODIR) and the Division of Human Resources & Staff Development (HRSD). Reporting to the Executive Deputy Commissioner, the Assistant Commissioner will provide strategic leadership of the Office of Diversity & Industry Relations, which houses the agency’s M/WBE Compliance Unit, the Business Development Unit, the Workforce Development Unit, the Community Hiring program as well as the Data Management Team, housed within the Division of Human Resources and Staff Development.

The selected candidate will have a proven record of successfully leading teams and managing programs. Working with the ODIR team, they will have full responsibility for creating the agency utilization plan and ensuring its implementation; developing metrics and accompanying tools to track and monitor strategy implementation and agency progress; creating procedures and programs to require and promote compliance with Local Law 1 (M/WBE); and assisting in drafting the City’s legislative agenda as it pertains to the laws governing the M/WBE program. The Assistant Commissioner will serve as the agency liaison to the Department of Small Business Services, the Mayor’s Office of Contract Services and the Mayor’s Office of M/WBE; provide comprehensive guidance and assistance to the agency’s various contracting units and program divisions so that they meet M/WBE goals. In addition, the selected candidate will work with oversight agencies to create policies that will advance the mayor’s 30% M/WBE utilization goal; develop processes and lead the agency’s workforce development program. The Assistant Commissioner will work with the Mayor’s Office of Community Hiring to implement the agency’s Community Hiring Program. Leading the Business & Workforce Development Unit, the selected candidate will be responsible for overseeing program budgets, developing and updating the unit’s Standard Operating Procedures, analyze data to drive decisions, and review scopes of services and contract documents for program consultants.


Minimum Qualifications

This is an Exempt title within the Management Class of positions.

Under the executive direction of an agency official, with the widest latitude for independent initiative and judgement, performs
duties at a senior executive level in the creation, direction and administration of agency policy initiatives or programs to
further a specific city agency goal and will work directly for the official on innovative matters.

This position will be filled by issue experts with specialized programmatic expertise and experience in areas such as newly
evolving policy or emerging operations


Preferred Skills

Candidates should have demonstrated leadership experience and problem-solving skills to assist with the daily operation of the divisions. In addition, candidates must have experience managing staff in a variety of roles. Candidates must be able to address sensitive and complex questions and manage multiple programs and priorities. Qualified candidates must possess excellent verbal and written communication skills. Candidates must be detail-oriented and demonstrate interpersonal, tact, discretion, reliability, and organizational skills. Computer skills with an emphasis on Microsoft Word, Excel, and PowerPoint are required.
