Job Description
THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $160,000 - $186,700.
THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF ADMINISTRATIVE MANAGER.
The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.
The ACS Division of Financial Services (DFS) is responsible for supporting, planning, implementing, and monitoring the fiscal functions of the agency in accordance with City, State and Federal guidelines. The work of DFS includes managing the ACS budget; submission of monthly claims for revenue; processing of payments to provider agencies and vendors; monitoring the financial health of provider agencies through financial review and audits; maintenance of the ACS bank accounts; centralized oversight of ACS Child Welfare financial eligibility; and data maintenance for financial systems of record.
The Systems Support Office (SSO) unit within DFS was created to aid in the implementation of Improved Outcome for Children (IOC) by consolidating systems user support, to perform Connections system approvals that could not be performed by contract agency case managers and to centralize all NYS Legacy systems data entry previous performed by staff across multiple ACS divisions. Today, the SSO has five functional areas responsible for performing a multitude of tasks necessary for ACS program areas and contract agencies to deliver child welfare services to New York City Children and Families.
The Central Eligibility Office (CEO) within DFS is responsible for completing initial and annual eligibility reviews for Title IV-E and Title XX Federal funding for each child in foster care and for children receiving prevention services. This information is entered into the Welfare Management System (WMS). CEO leads agency responses on Federal IV-E audits and assists with other Federal, State and City reviews and audits. CEO is responsible for all legal data entry in the systems of record, thus ensuring ACS has legal authority of all foster children and that each child’s current legal status meets the Federal IV-E requirements. Within the unit is also a Diligent Search Unit which helps locate both respondent and non-respondent parents as well as potential kinship resources for children in foster care.
The Assistant Commissioner for Revenue Maximization is a senior level managerial position in the ACS Division of Financial Services with oversight over the Systems Support Office and Office of Central Eligibility.
Under the supervision of the Associate Commissioner of Revenues, with latitude for independent action, the responsibilities of the Assistant Commissioner of Revenue Maximization include, but are not limited to, the following:
- Oversee the Systems Support Office, which is the centralized data entry operation for ACS and is responsible for case specific data entry into the systems of record that drive reporting and payments to foster care agencies. SSO also has the function of opening foster care and preventive cases.
- Oversee the Central Eligibility Office (CEO), which determines federal funding eligibility for children in foster care or receiving preventive services. CEO reviews cases to ensure they meet Federal Title IV-E standards including legal, financial and citizenship requirements. It also takes the lead on federal IV-E audits and assists on other federal, state and city audits.
- Direct supervision of the SSO and CEO Executive Directors responsible for day-to-day operations of the units.
- Development of projects to assess methodologies for increasing revenue from the State and Federal governments.
- Participate in agency-wide initiatives by providing data and policy interpretation for projects and agency-wide initiatives such as revenue maximization projects, implementation of the Family First Preventive Services Act, and preparation for the Federal Audits.
- Responsible for automating and streamlining the systems and eligibility processes and defining the future direction and development of processes that support accurate data collection, reporting, and claiming.
- Work with other ACS units (inside and outside of Financial Services), City agencies and City oversight offices to meet revenue and budget goals.

ADMINISTRATIVE MANAGER - 10025
1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
4. Education and/or experience equivalent to "1", "2" or "3" above. However, all candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the administrative, managerial, executive or supervisory experience described in "1", "2" or "3" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
- Advanced ability to lead and oversee a team of professionals. - Ability to work independently as a self-motivator and to motivate others as a leader of a team and to work with minimal supervision. - Must be able to delegate effectively. - Experience with Federal and/or State revenue sources. - Must possess strong computer technology skills including a proficiency in Microsoft Office software (Word, Excel, Access, and PowerPoint), Crystal and FMS and the ability to learn new technology quickly. - Ability to interpret and understand complex federal and state requirements associated with grant awards. - Experience managing pressured deadlines and competing priorities. - Exceptional attention to detail, superb organizational skills, and the ability to communicate efficiently, effectively, diplomatically, and persuasively. - Excellent interpersonal skills and ability to effectively interact with all levels of the organization.
