The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.
The Division of Administration provides a wide range of support services throughout ACS to ensure all Divisions receive adequate and efficient support services to carry out their respective missions. The Division of Administration (Admin) employs approximately 463 public employees. Admin manages a Personnel Services (PS) Budget of approximately $29M and an Other Than Personnel Services (OTPS) Budget (OTPS) of $140M. It provides services including building maintenance, real estate, design, construction management, facilities and custodial services, occupational safety and health, operational support, security, transportation, and print production.
The Office of Planning, Design & Facilities Management provides a functional and safe work environment for all ACS staff. PD+FM is responsible for the design and construction management projects of all ACS locations, which include over 43 administrative offices throughout the five boroughs, and the Nicholas Scoppetta Children’s Center (NSCC). PD+FM also ensures adequate and safe working environments for staff and clients at ACS administrative offices, the juvenile facilities and the NSCC, and utilizes the Trades Shop to complete work requests by all ACS divisions.
What we’re looking for:
Under the general direction of the Deputy Commissioner for the Division of Administration, the Assistant Commissioner for Planning, Design & Facilities Management (PD+FM) will oversee the following areas for the agency’s leased site and congregate care portfolio: space planning and design, construction project management, lease management and capital planning and Emergency Management. The Assistant Commissioner for PD+FM will provide support to the ACS community of approximately 7,000 staff assigned to over approximately 40 work locations ranging from administrative office spaces to congregate care facilities including the Nicholas Scoppetta Children’s Center; in partnership with the Assistant Commissioner of Construction and Facilities Management for Secure Detention, will provide support as needed for the Division of Youth and Family Justice secured and non-secured detention sites.
What you’ll do:
This position will oversee a broad variety of responsibilities, including project management, scope reviews, construction and facilities management ensuring safe, well-maintained, functional, warm respectful spaces for staff and those we serve by progressing critical capital projects and where necessary work in partnership with relevant city agencies to identify and relocate ACS office spaces to modern facilities that support growth, security upgrades, technological advancements and appropriate family spaces.
The Assistant Commissioner will interact with city agencies such as the Department of Design and Construction (DDC) and the Department of Citywide Administrative Services (DCAS) Division of Real Estate, building owners, general contractors, etc. regarding a range of real estate, construction, and facilities management matters.
Responsibilities include but are not limited to:
- Oversee a team of skilled professionals including architects, engineers, and various trades positions. With direct oversight of the following units: Construction Management, Helpdesk and Facilities, Real Estate, Design, Lease Management and Space Planning, ensuring stated administrative, operational, and financial goals are set and met; that our spaces are compliant with all applicable codes and standards, and that they meet programmatic needs and honors ACS’ commitment to creating respectful spaces.
- Work with City agency partners and vendors ensuring new projects are completed within applicable deadlines and within fiscal contract constraints.
- Lead and engage the team in identifying opportunities for process and performance improvements by maintaining a dashboard of ACS facilities including work in progress introducing new and assessing existing quality assurance and control measures (e.g. timeliness, responsiveness, efficiency, customer service, etc) that are consistently monitored and applied.
- Develop and manage divisional budgets expense, OTPS and capital.

A valid New York State Registration as an Architect is required. In addition, candidates must have six ( 6 ) years of full-time paid experience in architectural work, at least two (2) years of which shall have been as an administrative architect.
The successful candidate should possess: - High orientation for detail superior communication (verbal and written), strong interpersonal and presentation skills. - A minimum of ten (10) years of experience in construction/design/facilities/project management A construction project manager and/or PMP certification. - Experience in executing on large scale projects in complex environments and driving change. - Candidates should demonstrate that they have the capacity to work in a fast-paced environment that is responsible for coordinating multiple projects and issues as they arise 24-hours a day/seven days a week and addressing matters comprehensively and expeditiously. - Commitment to cultivating a collegial, healthy, and safe work environment.
