The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

ACS' Division of Youth and Family Justice (DYFJ) is responsible for the oversight and management of secure and non-secure detention services for juveniles awaiting disposition in family and supreme courts.

DYFJ is seeking an exceptional individual to serve as Assistant Commissioner of Re-entry and Community Programs. The Assistant Commissioner (AC) will be responsible for implementing and overseeing growth, learning, and development opportunities for young people involved in the juvenile justice continuum in NYC. The AC will work with citywide partners to ensure youth leaving detention or family court placement have the opportunity to reach their professional and personal potential through (a) occupational skills training, (b) earning nationally recognized certificates, and (c) participating in apprenticeship opportunities and personal development programs. The AC will also be responsible for monitoring the integrity and efficacy of programming and developing new technical skill development opportunities for young people to ensure their success upon release. The AC will work closely with detention-based staff, including the Assistant Commissioner of Workforce and Education and case management, other city agencies, and provider agencies to ensure continuity in programming and academic options.

The primary responsibilities of the Assistant Commissioner of Re-entry and Community Programs will include, but will not be limited to:
- Identify and partner with community-based workforce, learning and development programs in industry-credentialed areas.
- Ensure integration of youth voice and interests in building and maintaining relationships with community partners.
- Coordinate DYFJ's Fair Futures programming and integrate model elements into the juvenile justice continuum.
- Coordinate with and provide assistance to Case Management in detention, and provider agency staff to ensure that appropriate services are provided to youth upon release.
- Communicate with courts, when needed for discharge planning.
- Develop and lead career exploration and worker readiness classes and workshops (e.g., labor market research, interview preparation, and resume writing), vocational education and training,
job internships placement (e.g., internships, apprenticeships and employment), and networking opportunities with the larger workforce development community.
- Lead and coordinate efforts across stakeholders to support youth with academic remediation, attaining their high school diplomas (or equivalency diplomas), and developing post-secondary education plans to increase their earning potential.
- Identify entrepreneurs, small business owners, community-based employment services provider workshops, work-based learning and training opportunities, and career events.
- Connect youth who are released from detention or Close to Home settings with support in addressing barriers to long-term employment and securing employment-related skill gains and opportunities in emerging job sectors,
including advanced sectors such as healthcare, STEM, and AI.
- Maintain databases of re-entry resources to include but not limited to, transitional housing, government benefits, educational opportunities, health (including mental health), personal development,
and vocational programs.
- Identify, track, analyze, and report on youth engagement post re-entry, including program participation agency metrics, and developing continuous improvement strategies to improve results.
- Develop a network of academic referrals including community college, four-year college, and adult education programming.

ADDITIONAL INFORMATION:

Minimum Qualifications

1. A baccalaureate degree from an accredited college and four years of full-time, satisfactory professional social services or related experience in organizations dealing directly with children and/or adolescents; such as (but not limited to) child welfare agencies, Day-Care, educational institutions, mental health groups, pediatrics, juvenile justice. At least eighteen months of the required experience must be in a supervisor, administrative, managerial or executive capacity.

2. Education and/or experience equivalent to "1" above. However, all candidates must have at least eighteen months of experience in a supervisory, administrative, managerial, or executive capacity. A Master's degree in Social Work may be substituted for one year of the required general experience.
