The NYC Department of Design and Construction, Division of Infrastructure, seeks an Assistant Commissioner. Reporting to the Associate Commissioner of Coastal Resiliency - Construction, the selected candidate will be responsible for management activities in support of the Coastal Resiliency Program. Responsibilities will include managing project delivery of approximately $2.2B of projects across New York City, including the East Side Coastal Resiliency (ESCR) projects, the Two Bridges component of Lower Manhattan, and the Red Hook flood protection project. The Assistant Commissioner will be responsible for managing Program Management Consultants, REI services and other construction management activities; and manage the approval of payments, change orders, value engineering proposals, subcontractors, manufacturers, and suppliers. In addition, the candidate will also manage the creation of bid packages, as well as the procurement of construction contractors, and coordinate the execution of construction projects; serve as a liaison between DDC’s Coastal Resiliency Program and the construction industry, ensuring that project elements meet high standards of functionality and constructability. The Assistant Commissioner will maintain communications with elected officials and community stakeholders. Will manage the implementation of extensive projects while coordinating with multiple City agencies and mayoral offices, including NYC Departments of Transportation and Environmental Protection, and the offices of the Deputy Mayor, Management and Budget, and Recovery and Resiliency, as well as state, and federal agencies. Final candidate will also act as Associate Commissioner in his absence.


Minimum Qualifications

1. A valid New York State License as a Professional Engineer and six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work, at least two (2) years of which must have been in an executive, managerial, or administrative capacity.


Preferred Skills

Candidates should possess at least 10 years of experience in a managerial, administrative, or supervisory position with strong knowledge of engineering, design, trends, construction means and methods and mechanics & applications of construction materials. Familiarity with NYCDDC specifications and regulations as well as federal flood risk management standards is preferred.
