THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $140,000-$145,000.

The Administration for Children's Services (ACS) protects and promotes the safety and well-being of New York City's children and families by providing child welfare, juvenile justice, and early care services. In juvenile justice, ACS manages and funds services including detention and placement, intensive community-based alternatives for youth, and support services for families. The Division of Youth and Family Justice (DYFJ) within the Administration for Childrens Services is responsible for the oversight and management of secure and non-secure detention services for juveniles awaiting disposition in family and supreme courts.

Detention Services directly operates two specialized secure detention facilities - Crossroad in Brooklyn and Horizon in the Bronx. Under general direction of the Deputy Commissioner, and the Associate Commissioner, the Assistant Commissioner of Operations for Crossroads Juvenile Detention Center will be responsible for the planning, day-to-day oversight of security operations at the secure juvenile detention center.

Some specific duties include but are not limited to:

Oversight and management of detention operations:
- Ensure optimal operation of the secure juvenile detention center in accordance with all relevant federal, state, and city regulations, as well as in compliance with all agency policies, procedures, and court orders and decrees while ensuring community safety is always maintained.
- Ensure the safety, security, and wellness of all building personnel and the health, welfare, and safety of the youth in care.
- Organize regular searches for contraband and manages the recovery and storage of contraband, coordinating with ACS Police, the NYC Department of Investigation, etc. as necessary.
- Ensure safe and efficient movement of youth, staff, vendors, and visitors, through the facility.
- Monitor and manage physical space including egress and ingress, security equipment, and Genetec camera system, coordinating with the Division of Administration and other units as required to ensure good working order.
- Ensure consistent adherence to all policies and procedures, including proper and standardized incident review and reporting protocols.
- Coordinate with ACS Police on all security matters.
- Develop and implement contingency and response plans to potential emergencies and security breaches, including running drills.
- Oversee incident response, including the creation and staffing of a dedicated Rapid Response Team.
- Maintain productive relationships with external stakeholders, including community groups, union locals, public and private agencies, service delivery partners and oversight agencies.
- Coordinate with secure detention leadership to ensure alignment of practice across facilities.
- Undertake other duties as assigned by the Deputy or Associate Commissioner.
- Develop a culture of continuous improvement and accountability.
- Conduct risk maintenance assessments and provides Deputy and Associate Commissioner with regular reports and recommendations.
- Develop and implement strategies to reduce the introduction of contraband into Detention.
- Conduct incident debriefs with staff and makes recommendations for additional trainings and coaching as needed.
- Leverage leading security practices to build foundational competencies within facility managers, supervisors, and staff.
- Provide direct coaching and support to detention managers and supervisors, as well as coordinating trainings with the Executive Director of Organizational Development and the James Satterwhite Academy as needed.
- Ensure standardized supervisory practices that support staff development.
- Review and assess programmatic efficiency, including policies, procedures, and organizational structure, implementing performance improvement initiatives as needed.

Note, this position will be expected to be on-site at Crossroad 80-100% of their working hours. Some work on evenings, weekends, and holidays will be required.

Minimum Qualifications

1. A master's degree in social work from an accredited school of social work and four years of full-time, paid professional experience in a child care institution or in group work with children in a child care setting, including two years in an administrative capacity; or

2. A master's degree from an accredited college in sociology, psychology, education, public administration or a closely related field, and five years of full-time paid professional experience as described in "1" above including two years in an administrative capacity; or
3. Education and/or experience equivalent to "1" or "2" above. However, all candidates must have two years of administrative experience in a child care setting.


Preferred Skills

The preferred candidate should possess the following: - Demonstrated superior judgment and management abilities. - Experience with security operations in a 24-hour residential facility. - Experience with contraband reduction. - Law enforcement experience. - Current peace officer status or ability to achieve peace officer status. - Ability to work with and understand young adults. - Experience with the juvenile justice system and related systems. - An understanding of the functions and operations of juvenile detention. - Experience and ability managing professional and civil service staff. - Ability to problem-solve and make decisions in a timely manner. - Ability to work under pressure and with tight deadlines. - Strong organizational, written, and oral communication skills. - Ability to lead and work as part of a team, as well as independently, to achieve necessary results. - Ability to prioritize tasks and undertake several critical projects at one time.

Residency Requirement

New York City residency is generally required within 90 days of appointment.
