The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 9,000 diverse professionals and knowledgeable experts.

The New York City Department of Correction seeks to recruit a dynamic candidate to serve as the Assistant Commissioner for Health Affairs. Under executive direction and with wide latitude for independent decision-making and initiative, the incumbent will report to the Deputy Commissioner of Health Affairs, Compliance, and Quality. The Assistant Commissioner will be responsible for monitoring and assessing the performance of the H+H/Correctional Health Services providing health-related services to the inmate population; providing written recommendations for improvement of the delivery of inmate health-related services; managing and supporting the operations of the Suicide Prevention and Forensic Investigations Unit; providing significant input into the discussions and other engagements involved with renovations, expansions, improvements and other changes to facility clinics; supervising the Americans with Disabilities Act (ADA) Compliance Director for inmates and the reasonable accommodation program for inmate needs; engaging in a comprehensive revision and update of department policies and procedures concerning the department’s health and mental health issues; overseeing and closely monitoring the day-to-day operations of the department’s heat sensitive housing program; supervising the Language Services unit, which includes the management of staff working on federally grant-funded programs; ensure compliance with and continuation of the annual grant process and the resulting contracts; collecting and auditing all health related data; serving on call on a 24-hour daily basis; performing other duties as assigned.


Minimum Qualifications

1. A Master’s Level Degree from an accredited college in Law, Medicine, Public Administration, Public Health, Personnel Administration, Business Administration, Human Services, Criminal Justice, Political Science, Psychology or a related field, plus three years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising personnel performing activities related to the duties of the position; or
2. A bachelor’s degree from an accredited college and five years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising personnel performing activities related to the duties of the position; or
3. A four-year high school diploma or its educational equivalent and nine years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity.


Preferred Skills

- Demonstrated success coordinating and managing the delivery of medical, dental and/or mental health services, preferably in a correctional or health care setting - Extensive knowledge of the correctional minimum standards, consent decrees and other legal mandates impacting on the health and programs offered by the department - Ability to work effectively with diverse outside agencies and individuals yielding the best possible service delivery for the inmate population - Ability to plan, organize and coordinate the efforts of numerous agencies and individuals to create viable and effective program service delivery systems - Ability to work effectively and build relationships within all levels in an organization, working with other communication partners in advertising, marketing and public relations - Excellent verbal and written communication skills, as well as strong listening skills and ability to produce effective talking points to be delivered by senior management. - Ability to use technology to increase organization efficiencies.
