The Assistant Commissioner for Training under the direction of the Chief of Staff, coordinates the planning, organizing developing and evaluation of training efforts in support of the agency’s mission. Ensures that ongoing training is consistent with agency priorities and in compliance with state and city regulations. Identifies training gaps and resources to fill them. Solicits support, both in kind and financial to ensure sufficient resources are available to support these vital functions. Works closely with the Operations Deputy Commissioners in prioritizing needs and developing strategies to address them. The Assistant Commissioner responsibilities will include, but not be limited to:

- Plans, directs, and supervises the implementation of Department of Probation training activities in support of the agency mission. Training is focused mainly on the over 1,000 employees of the Department, but also includes coordination of interagency training to communicate the New York Model of Probation and planning for training for clients in support of Individual Achievement Plans.

- Plays a primary role in interaction with other city, state, and federal agencies in insuring compliance with mandates that involve training, identifying resources and promoting collaboration that will benefit New York City Works closely with Director of Justice Reinvestment Initiatives and Opportunity Network Manager and other executive staff to develop training in support of Neighborhood Opportunity Networks in communities with highest number of people on probation.

- Develops and implements an evaluation process that measures the effectiveness of training in meeting the stated objectives and gathers information on employee satisfaction and training needs.

- Uses results to make modifications as necessary.

- Is a primary player in the implementation of a system of evidence-based practices for the Department of Probation and in the development and evaluation of training related to its implementation.

- Supervises training staff and interfaces with other DOP executive staff on training issues.

- Develops policies and procedure in support of training efforts, prepares written material for dissemination to monitoring agencies, other agencies, funding sources and Public Officials


Minimum Qualifications

1. Graduation from an accredited college with a baccalaureate degree with a minimum of 30 credits in the social or behavioral sciences, plus five (5) years of full-time paid experience in counseling or casework in a recognized agency adhering to acceptable standards in probation, parole, social services, psychiatric or medical social work or related field, at least two (2) years of which must have been in a responsible supervisory, administrative or consultative capacity; or

2. A satisfactory equivalent combination of education and experience. A graduate degree from an accredited institution in social work, law, sociology, psychology, criminology, education, public administration or a related field may be substituted for general experience on a year for year basis up to a maximum of two years. However, all candidates must have the required specialized baccalaureate degree and the two years of responsible supervisory, administrative or consultative
experience as described in "1" above.


Preferred Skills

- Five years of full-time professional experience leading a training operation and developing training in conjunction with a management team which should be described in detail. At least 3 years of the above experience needs to demonstrate management, supervisory responsibilities in the development and delivery of training. - Experience working with community criminal justice professionals. - Experience producing training curricula. - Experience giving oral presentations at public forums. - Experience spearheading innovative projects of a critical nature to the agency’s mission. - Experience with quality assurance systems, audit protocols and internal control systems. - Supervisory experience is essential.
