About OATH

The City of New York’s Office of Administrative Trials and Hearings (OATH) is the nation’s largest administrative tribunal, holding approximately 400,000 trials and hearings a year. As the City’s central, independent administrative law court, OATH adjudicates a wide range of matters filed by nearly every city agency, board and commission. OATH also houses the Center for Creative Conflict Resolution which provides mediation and restorative justice support to City government agencies and the general public, and the Administrative Judicial Institute, a resource center that provides training, continuing education, research and support services for administrative law judges and hearing officers.

Job Description

Reporting to the Deputy Commissioner for Administration, the Assistant Commissioner (AC) will lead functional teams of facilities, fleet management, land line telecom implementation, space planning, analysis and operational impacts of lease agreement negotiations, oversee and be responsible for fleet management, and provide executive level support to the Commissioner and Deputy Commissioner for Administration. The AC will oversee procuring of, maintenance, and transitioning of all OATH physical offices which currently are scattered in 6 locations throughout the 5 boroughs
Duties of the position include, but are not limited to:
- Plan, organize, and coordinate the administrative operations needed for the agency to properly and efficiently carry out its day to day operations.
- In coordination with executive staff and IT, organize all space planning initiatives including maintaining the agency’s allocation of work station assignments.
- Point person on all communications with landlords over all of OATH’s physical offices over any facility related issues.
- Point person on all communications with external partners for obtaining any new real estate to run OATH’s operations out of.
- Manage all agency renovation and reconstruction projects.
- Liaison with DCAS, building management, contractors, supply vendors, as well as senior staff regarding projects in progress such as long term planning of relocation and space allocation.
- Oversee all health and safety initiatives and compliance to include fire safety, right to know compliance, OSHA regulations, and other health and safety initiatives.
- Oversee operation of agency’s fleet vehicles. Liaise with e-Permit Program, E-Z Pass, Official Business Defensive (OBD) unit of Department of Finance, NYS DMV License Event Notification Service (LENS). Oversee vehicles, user accountability, accident reviews, fueling cards, and vehicle maintenance.
- Respond to all emergencies that affect agency operations and oversee physical security and maintain COOP.
- Establish, implement, and monitor agencywide inventory management protocols and procedures. Oversee year-end agencywide physical inventory and required year-end closing reporting to the Comptroller’s Office.
- Ensure compliance to Citywide laws, directives, policies, and procedures with regards to all work functions to include facilities management, physical security, COOP, and related issues.
The ideal candidate will have extensive knowledge of DCAS real estate and fleet management policies and procedures.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and four (4) years of full-time experience in city planning, at least eighteen (18) months of which must have been in a managerial capacity; or

2. Education and/or experience which is equivalent to "1" above. However, a baccalaureate degree and eighteen (18) months of managerial experience in city planning is required of all candidates. Graduate work leading to an advance degree in city planning or related field may be substituted for up to two (2) years of the non-managerial experience on a year-for-year basis. Graduation from an accredited United States Law School may be substituted for two (2) years of non-managerial
experience."


Preferred Skills

Excellent knowledge of Citywide policies and procedures established by oversight agencies such as DCAS, OMB, OLR, MOCS, OEM, etc. Working knowledge of Fleet Administration Working knowledge of HR, Budget, and Procurement policies and procedures. At least 5 years experience in COOP administration At least 10 years experience with physical security administration At least 10 years experience with facilities management and space planning Experience and poise in dealing with executive level staff

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
