The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards the smallest jail system possible without compromising public safety. The DOC is solely responsible for maintaining a safe and secure environment for staff, visitors, volunteer and people in custody inside our jails. Importantly, safe jails enable DOC to providing people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with over 7,000 diverse professionals and knowledge experts.

The DOC seeks to recruit a dynamic, equity-driven leader to serve as Assistant Commissioner to support the Division of Programs and Community Partnerships’ programming services. With guidance of the Division’s Deputy Commissioner, the candidate will report directly to the Associate Commissioner for the Division and will exercise wide latitude for independent judgement and decision making in the design, implementation and oversight of correctional education, workforce development, enrichment opportunities, tablet operations and emergent adult initiatives. The Assistant Commissioner of Advancement and Emergent Adult Initiatives role will be responsible for advancing the Department’s strategic vision for high quality individual centered programming that fosters personal growth, educational achievement and workforce readiness. The Assistant Commissioner will also ensure compliance with the Nu ez action plan while working in close coordination with other Assistant Commissioners, facility leadership and external partners.

The ideal candidate is an innovator with deep experience in correctional education, youth development, and systems-based change, committed to enhancing opportunities and outcomes for individuals in custody.

Key Responsibilities:

- Lead the design, implementation, and continuous improvement of general education (e.g., Adult Basic Education, High School Equivalency) and Career and Technical Education (CTE) programs in collaboration with internal and external stakeholders.

- Develop and execute specialized program strategies for emergent adults, incorporating trauma-informed, culturally responsive, and age-appropriate models.

- Train, guide, and support instructional staff, program facilitators, and community-based partners on best practices for engaging adult and emergent learners in a secure environment.

- Create and monitor performance metrics, evaluation frameworks, and feedback systems to assess program effectiveness and learner outcomes.

- Serve as a subject matter expert and liaison with community-based organizations (CBOs), educational institutions, and city agencies to ensure quality service delivery and effective reentry pathways.

- Collaborate with facility leadership and other divisions to coordinate service delivery schedules, access to classrooms and program spaces, and participant engagement strategies.

- Develop and support policies, procedures, and strategic plans that align with departmental goals and support rehabilitation and reentry.

- Conduct site visits to monitor program fidelity, gather data, and engage with staff and incarcerated individuals to ensure responsiveness to needs.

- Provide high-level briefings, reports, and presentations to agency leadership and external stakeholders on program initiatives, outcomes, and innovations.

Minimum Qualifications

1. A Master’s Degree from an accredited college in Public Administration, Personnel Administration, Business Administration, Human Services, Criminal Justice, Political Science, Psychology or a related field, plus three years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising personnel performing activities related to the duties of the position; or

2. A bachelor’s degree from an accredited college and five years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising personnel performing activities related to the duties of the position; or

3. A four-year high school diploma or its educational equivalent and nine years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
