The Office of Labor Relations seeks an Assistant Commissioner for Administration and Employee Development to manage all aspects of the agency’s administrative functions and lead the agency’s employee development efforts.
Reporting to the First Deputy Commissioner, with broad latitude for independent judgment, the duties of the position include, but are not limited to, the following:
- Manages all agency Human Resources functions for the Agency’s approximately 160 employees including: payroll, timekeeping, recruitment, selection, placement, onboarding, integration and engagement, advancement and succession planning, staff communication, performance management and all other aspects of personnel administration.
- Provides oversight, subject matter and interpretive expertise to all levels of employees on personnel matters.
- Creates and revises agency-wide personnel policies.
- Management of the agency’s personnel services (PS) and other-than-personnel services (OTPS) budget; working closely with the Office of Management and Budget (OMB) to establish and review hiring plans, personnel costs and related data.
- Develops and maintains system for tracking and reporting on personnel and OTPS budgets and forecasting needs.
- Develops agency’s budget strategies, in consultation with Commissioner and First Deputy Commissioner.
- Creates and oversees an employee development program to support OLR’s mission and enhance employees’ skills and career development; Advise agency management on team/staff development.
- Manages all issues related to agency facilities, equipment, and supplies, including coordination with landlord and DCAS.
- Supervises six Administration Division employees, including direct supervision of the Deputy Director.
- Coordinates with EEO Office to support efforts to foster a diverse and inclusive work environment.
- Identifies suitable opportunities for agency-wide training programs.
- Reviews the classification of positions and determines the most appropriate titles for
recruitment and appointment, compensation rates and other requirement for hires, promotions, title or salary changes as well as other personnel changes as required; and advises hiring managers and agency leadership.
- Acts as a resource and advisor to other agency leaders on HR-related, budget and disciplinary matters; and
- Performs related assignments and projects as required.

1. A baccalaureate degree from an accredited college and four years of satisfactory full-time experience in labor-management relations or a closely related field, 18 months of which must have been in an administrative, managerial or executive capacity or supervising a staff performing labor-management relations; or
2. Education and/or experience equivalent to "1" above.
- Proficiency in fundamental NYC HR processes, policies and civil service law is expected. - A demonstrated record of embracing innovative and best practices of HR and budget management. - Exceptional interpersonal/communication skills, and able to address sensitive nature of the interactions and communications which regularly occur with employees of all levels. - Experience with project management and reporting. - Demonstrated experience with budget management and reporting. - Highly organized individual. - Experience supervising a diverse and highly skilled staff. - Knowledge of organizational development and organizational change. - Microsoft Office Suite proficiency expected.
