NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.
The Administration and Planning Division is responsible for managing and overseeing administrative and operational services for the agency. This includes the daily management of the Offices of Financial Management, Purchasing and Contracts, Operational Services, and Diversity and Inclusion.
The Office of Financial Management is responsible for monitoring and controlling the agency’s finances. This includes the development and management of annual expense and capital budgets, accounts payable, travel requests, and other payments. The division also includes the Assigned Counsel Plan (ACP) Payments Unit, which is responsible for processing payment vouchers for 18-b attorneys and experts.
The Department of Finance is seeking an Assistant Commissioner of Financial Management to lead the financial operations, budgeting, fiscal and financial reporting for the agency. The Assistant Commissioner will report to the Chief Financial Officer (CFO) for Administration and Planning.
The candidate's responsibilities will include, but are not limited to, the following:
- Oversee agency financial planning and budget development, forecasting financial needs and ensuring efficient allocation of resources.
- Analyze financial data and provide strategic guidance to senior leadership and management in financial matters, including revenue and cost-saving initiatives.
- Lead the agency PAR approval process with OMB and ensure hiring proposals have adequate funding, headcount, and business justification.
- Oversee preparation of monthly financial positions, presentations to executive management, and ad hoc reports to facilitate decision making for stakeholders.
- Oversee the Fiscal Services Unit which is responsible for vendor payments and travel, and miscellaneous reimbursements.
- Oversee the Assigned Counsel Plan which is responsible for attorney and expert vendor payments.
- Ensure financial operations are compliant with Comptroller Directives, Procurement Policy Board Rules, OMB guidelines and other rules and regulations.
- Manage productive relationships with OMB, MOCJ, Comptroller's Office and other external stakeholders.
- Through the Business Systems & Data Analytics Unit, lead technology initiatives for modernizing business processes, information tools, and systems development for Administration and Planning.
- Motivate and train staff to have a continual improvement mindset and maintain a positive workplace environment.
- Special projects as assigned.
1. A baccalaureate degree from an accredited college and five (5) years of satisfactory responsible full-time paid experience at an executive level in administrative service or a related field; or
2. A satisfactory equivalent. However, all candidates must have at least one (1) year of experience as described in "1" above.
- Understanding of how the interrelationships with FISA, OMB, OTI, DCAS, and the Comptroller' s Office, and other such stakeholders affect changes to the fiscal status of a City Agency. - Experience working with the Comptroller's Office & Citywide policies concerning budgetary, financial and accounts payable procedures. - Expert knowledge of budgeting and accounting methodology. - Strong managerial skills, able to manage diverse units. - Must possess strong verbal and writing skills able to tailor a presentation for its intended audience. - Must be detail-oriented, accurate, and possess good interpretive skills. - High degree of proficiency in Excel (power user), Word, and PowerPoint. - Ten+ years of related professional experience / 5+ years of supervisory experience. - Must be responsive possess effective people skills ability to work with employees at all levels throughout citywide.
