The NYC Department of Buildings is responsible for ensuring the safe and lawful use of buildings and properties by enforcing the NYC Construction Codes, Energy Code and Zoning Resolution. Under the direction of the Deputy Commissioner, Enforcement, with full latitude for the exercise of independent initiative and judgment, the Assistant Commissioner, Existing Building Compliance (EBC) will oversee the activities of a division responsible for reviewing the compliance of existing buildings with the NYC Construction Codes and related code and rules and performing assessments in response to incidents. This is a high-level leadership supervisory position, and the individual must be capable of executive-level performance. The selected candidate will also be responsible for, but not limited to the following:

- Managing and overseeing the operations of Concrete Enforcement Inspections unit, Fa9ades and Local Law unit (including the Parking Structures Compliance, Sidewalk Shed Monitoring and Removal, and Structurally Compromised Buildings programs), Forensic Engineering unit, and Retaining Wall program.
- Coordinating special inspections projects with central and borough offices, including the Administrative Enforcement Unit.
- Analyzing and implementing compliance related protocols of existing buildings.
- Respond to emergencies on a 24/7 basis within and possibly outside of New York City.
- Coordinating with the First Deputy Commissioner and Deputy Commissioner, Development & Technical Affairs on existing building related issues.
- Collaborating with NYC Emergency Management (NYCEM), Mayor's Office, Fire Department (FDNY), and other city, state and federal entities to ensure a quick and unified response to emergency situations.
- Working with DOB Command Teams, Assistant Commissioner of Engineering Services, and Assistant Commissioner of Emergency Services to ensure the Department's emergency preparedness through the most effective use of resources and ensure regular communications of emergency protocols.
- Serving as incident commander or other leadership position, if required, in performing structural assessments during emergency operations.
- Providing in-depth review of plans for complex construction projects.
- Coordinating the Personnel Action Requests of all personnel within SEC with Human Resources and Budget teams.
- Assisting the Office of Technical Affairs and Code Development in the NYC Construction Code revisions.
- Participating in the formulation and implementation of the policies of the Department and recommending changes in policies and procedures as deemed necessary.
- Meeting with owners, Registered Design Professionals, and permitted licensed General Contractors to review project status and review compliance with building codes, laws, rules, bulletins, and enforcement initiatives for application approvals and permits.
- Representing the Department as expert and fact witness on technical and policy related matters in various legal proceedings, court proceedings, depositions, and Environmental Control Board
(ECB) hearings.
- Participating in industry outreach meetings and presentations for awareness and feedback.
- Preparing or ensuring preparation of legally mandated reports regarding the area of responsibility, and their submission to government agencies.
- Conducting training and providing technical assistance to other units.
- Conducting other duties as assigned by the Deputy Commissioner of Enforcement or Senior Advisors.

Additional Information:

Candidates currently serving permanently as an Administrative Engineer or Administrative Architect will be considered. The Department of Buildings may consider retention of these permanent civil service titles if the candidate is selected.

Minimum Qualifications

License Requirement: Possession of a valid New York State license as a Professional Engineer or Registered Architect. This license must be maintained for the duration of employment.


Preferred Skills

- Be available for response to incidents 24 hours a day seven days a week. - National and City Incident Management System certification preferred. - At least 5 years of suitable technical and administrative experience.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
