The LOS of Construction & Technical Services consists of a design and construction team of architects, engineers and project & property managers who provide services for time-sensitive rehabilitation and renovations in City-owned properties.
Its design team performs in-house designs, conducts field inspections and ensures design compliance with Local Laws. This team also performs reviews of design consultant drawings to assure accountability for the needed renovations.
It's construction team manages and oversees time-sensitive construction projects to ensure daily activities comply with contract drawings, specifications, building codes, budget and timelines. This team assesses field conditions, prepares reports and coordinates meetings with contractors, consultants and the in-house design crew to address variations from the original design drawings to accommodate field conditions and/or client requests.
Under the general supervision, the assistant civil engineer shall perform the following duties and, if required can help obtain design approvals from the respective agencies; prepare progress reports and can represent DCAS in relations with City agencies and departments, contractors, consultants and the public.
Responsibilities will include, but will not be limited to the following:
- Studying construction projects by project concept, architectural drawings and models.
- Sketch engineering design by collecting and studying reports, maps, drawings, aerial photographs and tests on soil composition, terrain, hydro-logical characteristics, and related topographical and geologic data.
- Determines project costs by calculating labor, material, and related costs.
- Help prepare feasibility studies by analyzing engineering designs; conducting environmental impact studies; assembling data.
- Prepares engineering documents by developing construction specifications, plans, and schedules.
- Confirms adherence to construction specifications and safety standards by monitoring project progress; inspecting construction site; verifying calculations and placements.
- Fulfills project requirements by training and guiding operators.
- Maintains operations by enforcing project and operational policies and procedures.
- Assist engineers to provide engineering information by answering questions and requests.
- Complies with federal, state, and local legal requirements by studying existing and new legislation; anticipating future legislation; enforcing adherence to requirements; advising management on needed actions.
- Maintains project data base by writing computer programs; entering data; completing backups.
- Contributes to team effort by accomplishing related results as needed.
- Conduct field inspections and surveys of City-owned waterfront properties to assess existing property conditions of platforms, bulkheads, piers and piles, and recommends actions to address repair and maintenance issues.
The physical activities performed by the civil engineer will be, but will not be limited to walk during the course of inspections to and from construction sites; climb and descend ladders or stairs in areas to be inspected; stand on scaffolds to inspect work being performed; stand for extended periods of time; bending and stopping during the inspections, working in confined areas; distinguishing colors; wearing a hard hat; climbing over and around various objects; walking in areas that may be damp, dark, smoky or acrid; working outdoors in all kinds of weather.
1. A baccalaureate degree from an accredited college in civil engineering and one year of full-time satisfactory experience in civil engineering work; or
2. A baccalaureate degree from an accredited college and a Master's degree from an accredited college in civil engineering.
- Structural Building Design - Proficient in AutoCAD - Knowledgeable in Microsoft Projects - Strong organizational and communication skills - Experience with project estimating and project management - Ability to work under limited supervision, to handle multiple assignments with limited time constraints and detailed oriented - Demonstrate personal initiative, responsibility, leadership, and flexibility - Able to respond rapidly and accurately to requests, and work in a high-pressure, time-sensitive environment.
