The Bureau of Engineering provides engineering assistance and serves as the Comptroller’s technical consultant on engineering and construction related matters. The Bureau analyzes, recommends disposition on, and in concert with the Bureau of Law and Adjustment’s (BLA) Settlements and Adjudications Unit, negotiates, settles and adjusts construction and construction related contract claims and contract disputes in accordance with Section 93(i) of the New York City Charter and the alternative dispute resolution procedures mandated under Section 4-09 of the Procurement Policy Board (PPB) rules. The Bureau also provides liability and damage reports to BLA for use in property damage tort claims and is the Comptroller’s liaison with citywide Engineering Audit Offices providing guidance on Comptroller’s Directives. The Bureau is seeking a professional engineer to serve as Assistant Chief Engineer.
Under direction of the Chief Engineer, the responsibilities of the Assistant Chief Engineer include, but are not limited to:
- Assisting and advising the Chief Engineer in managing and directing all functions of the Bureau of Engineering, including helping oversee day-to-day operations, and in the Chief Engineer’s absence, performing the Chief Engineer’s duties
- Supporting the Chief Engineer in supervising and overseeing bureau staff in investigating and analyzing complex construction claims and contract disputes; undertaking research, inquiries, inspections, cost estimating, contract interpretation, and delay/impact studies
- Preparing comprehensive reports which address entitlement and damage and provide settlement recommendations; and researching and evaluating contract, engineering, and construction related matters of a complex or highly technical nature
- Actively participating in settlement meetings and negotiations
- Interacting on claim issues with senior level personnel of various New York City agencies, as well as private construction contractors, consultants, and law firms
- Representing the Comptroller’s Office on engineering and construction related matters with other City agencies, as well as contractors, consultants, and the general public; and,
- Performing other related work and assignments as may be required.
MINIMUM QUALIFICATION REQUIREMENTS
A valid and current New York State Professional Engineer’s License and seven (7) or more years of progressively responsible executive level management experience, at least five (5) years of which should include managing major public or private construction projects.
PREFERRED SKILLS IN ADDITION TO MINIMUM QUALIFICATIONS
- Knowledge of New York City construction contracts, the PPB Rules, policies and procedures related to City construction contracts, Comptroller’s Directives (specifically Directives 2 and 7) and prevailing wage law.
- Extensive knowledge of construction techniques, materials, and cost estimating expected.
- Must display competence to actively participate in claim settlement conferences and negotiations.
- Knowledge of Primavera and/or similar project management/scheduling software highly desirable.
- Excellent analytical, interpersonal and organizational skills.

1. A valid New York State License as a Professional Engineer and six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work, at least two (2) years of which must have been in an executive, managerial, or administrative capacity.
