THIS POSITION IS OPEN ONLY TO EMPLOYEES CURRENTLY SERVING IN THE PERMANENT CIVIL SERVICE TITLE OF CHILD WELFARE SPECIALIST.


The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

The Division of Child Protection (DCP) is charged with investigating all allegations of child abuse and maltreatment that the city receives from the New York Statewide Central Register of Child Abuse and Maltreatment. The Division of Child Protection encompasses Child Protective and Placement Services. Child Protective Services include the Child Protective Borough Offices, Family Preservation and Family Services Unit, Emergency Children’s Services (ECS), and the Office of Special Investigations (OSI).

In each DCP borough and program office, an Administration or “Admin” team provides a catalog of critical support functions, enabling child protective staff to focus on supporting our children and families. The Application Unit provides administrative support for field service operations. It ensures the opening of cases by using the Connections Systems, provides clearances on all incoming cases by using ACRS, WMS/CCRS.

Under the general supervision of the CWSS II/Application Supervisor, the Child Welfare Specialist Supervisor I/Assistant Application Supervisor will be responsible for the following:

- Accept and log cases from the state and assigns log in service cases

- Maintain daily turnaround log and supervise Child Welfare Specialists

- Review set up completed by subordinates in the absence of the supervisor II

- Address problems and ensure all daily tasks for the applications area are completed

- Attend all training sessions pertinent to the area

- Prepare and adjusts pending rotation daily

- Complete monthly COI and pending rotation report

- Supervise the office receptionist

- Assist the Child Welfare Specialist Supervisor level II in rating and evaluating job performance of subordinates

CHILD WELFARE SPECIALIST SUPER - 52370


Minimum Qualifications

1. A baccalaureate degree from an accredited college or university including or supplemented by 24 semester credits in one or a combination of the following fields: social work, psychology,
sociology, human services, criminal justice, education (including early childhood), nursing or cultural anthropology, at least 12 of which must have been in one of these disciplines, and 30 semester credits toward a Masters of Social Work or a graduate degree in a related field, and at least eighteen months of child welfare casework experience.

Note: Section 424-a of the New York Social Services Law requires an authorized agency to inquire whether a candidate for employment with child-caring responsibilities has been the subject of a child abuse and maltreatment report.


Preferred Skills

The preferred candidate should possess the following: - Excellent communications skills - Ability to deal tactfully and effectively with diverse constituencies - Familiarity working with NYC’s diverse communities - Knowledge of the NY State Connections comprehensive case management system, or other automated child welfare systems - Bilingual ability to communicate clearly in Spanish or other languages is considered a plus for this position
