PROGRAM AND JOB DESCRIPTION:
The Department is seeking to hire an exceptional procurement professional to serve as an Assistant Agency Chief Contracting Officer of Purchasing. Within a staff of more than 6,000 and a budget of $1.6 billion, the New York City Department of Health and Mental Hygiene is the nation's premier local health agency. Its 100-plus programs protect and promote the health of the world's most culturally and linguistically diverse city.
DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
As the Assistant Agency Chief Contracting Officer (Assistant ACCO), Purchasing, your duties will include:
* Participate in the development in implementation of Bureau policies and procedures that directly affect Purchasing. Actively working to implement policies and procedures in the Bureau and the agency.
* Participate in staff recruitment activities. Actively supervise, provide guidance to, and coach the Purchasing Director.
* Manage the purchasing processing workflow to ensure that actions are processed efficiently and within established timeframes. Indirectly managing a team of Procurement Coordinators (Buyers). Reviewing all in-coming purchase requisitions and assigning to appropriate members of the team, regularly troubleshooting and resolving problems, managing expedited actions, and independently taking steps to overcome obstacles to efficient processing.
* Ensure that all purchases are processed in full compliance with City procurement rules and guidelines, and in accordance with Agency standards and expectations. Remaining fully apprised of administrative and operational issues and practices of the team; independently investigating and resolve issues; communicate appropriate issues to the Deputy ACCO. Developing and implementing practices to maximize efficiencies. Monitoring fair and reasonable price analyses. Promptly communicating any changes in procurement rules, laws, or practices, as well as changes in any other relevant operational matters, to the Purchase Director and Procurement Coordinators.
* Regularly attend unit, bureau, and divisional meetings. Communicating within the Agency and externally with partners and vendors to ensure that purchases comply with procurement rules and policies, and to ensure efficient requisition processing and registration. Responding to inquiries from oversight agencies such as the Comptroller's Office in an appropriate and timely manner.
* Serve as the key liaison with DCAS/OCP, Comptroller's Office and FISA, handling and managing correspondences and issues involving those offices and the Purchasing Unit. Managing and troubleshooting issues related to internal and external systems such as FMS, DCAS Direct Order System, ConTrak, and PASSPort.
* Assist with special projects.
1. A baccalaureate degree from an accredited college and four years of full-time, satisfactory professional, technical or administrative experience in one or more of the following fields: program evaluation, contract negotiations/management, business or public administration, contract community relations, or related fields; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel performing work in program evaluation, contract negotiation/management, business or public administration; or
2. A four year high school diploma, or its equivalent, and six years of full-time, professional, technical or administrative work experience in one or more of the fields cited above; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel as described in "1" above; or
3. A satisfactory equivalent of education and experience as cited above. However, all candidates must have the eighteen months of administrative, managerial or executive experience or experience supervising professional personnel as described in "1" above.
* Exceptional organizational, analytical, and managerial skills. * Superior oral and written communication skills and negation skills. * Ability to manage a wide range of projects simultaneously in a fast-paced environment. * Experience using FMS and PASSPort.
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
