The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.
Information Technology Services (ITS) is DSS’s technology services organization. ITS mission is to support the daily, emergent, and long-term needs of both agencies. ITS creates and enhances the technology infrastructure and computer applications that support HRA and DHS and develops applications, including a variety of client eligibility and recertification systems, case management systems, housing systems, employment/work engagement services, revenue producing computer matches, claiming systems, and personnel systems.
Information Technology Systems (ITS) is recruiting for one (1) Procurement Analyst III, to function as an Asset Management Analyst, who will:
- Provide high-level, technical expertise in review and evaluation of user requests and technical
specifications for hardware and software to ensure they are correct and requested items are
compatible with Agency’s technology environment.
- Develop, plan, and coordinate all phases of maintaining an automated inventory system
which includes ensuring the system leverages complex database systems, integrations, and
related functions to support the Agency’s ever growing asset management needs and that
all information entered in the system is in compliance with standards for inventory controls.
- Leverage technical expertise and knowledge to provide guidance to users regarding use of
the request system and ensure requests are accurate and correct and that they are processed
timely.
- Coordinate the activities related to receiving, distribution, installation, relocations, and other
changes to inventory to ensure the Agency’s Asset Management database is updated
accurately and on a timely basis.
- Oversees the activities of unit staff, including interns or consultants, to instruct, direct, and
check their asset management-related work.
- Design, code, test, maintain, and enhance programs to create analytical reports from the
request system (ITEMS) and inventory database needed for upper management review, as
well as day-to-day operations of the Office of Asset Management.
- Participate in budgetary and technical specification analyses and prepares required written
technical and non-technical documentation to support the Agency’s major planned purchases
of computer hardware and software.
1. A baccalaureate degree from an accredited college and six months of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management; or
2. An associate degree or completion of 60 semester credits from an accredited college, and 18 months of satisfactory, full-time professional experience as described in “1” above; or
3. A four-year high school diploma or its educational equivalent and two and one-half years of satisfactory full time professional experience as described in “1” above; or
4. A combination of education and/or experience equivalent to “1”, “2”, or “3” above. College education may be substituted for professional experience under “2” or “3” above at the rate of 30 semester credits from an accredited college for 6 months of experience. However, all candidates must have at least a four year high school diploma or its educational equivalent and 6 months of the experience described in “1” above.
SPECIAL NOTES:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in "1" above.
To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level II or two additional years of the experience described in "1" above, at least one year of which must have been supervisory, or spent performing professional procurement duties equivalent to those performed at Assignment Level III.
