Job Description

Under the direct supervision of the Director and Deputy Director, the Asbestos Handler Supervisor’s responsibilities will include asbestos, dust control and environmental inspections, supervision and monitoring of contractors’ issues as they pertain to:

Any construction, rehabilitation, repairs, alteration and/or structural maintenance work related and not limited to exterior brick work, building entrances, roof, mailbox, bathroom, kitchen, apartment, public spaces, boiler and associated components and locations, steam line replacement, locker room, basements, crawl spaces, community/day care/senior citizen centers, window replacement, 504 handicap accessibility apartment conversions, stair hall, fire escape, fire alarm system and any other work related to the building structure, exterior, interior and grounds. Specific duties shall include, but not be limited to the following:

1. Perform site inspections, supervise and monitor private contractors during all phases of the environmental contractor’s contractual work to ensure asbestos and any environmental abatement
are in compliance with the NYC DEP, NYS DOL, HUD, OSHA and US EPA regulations.
2. Review construction specifications, demolition drawings, and ensure asbestos and other environmental scopes of work is within regulatory compliance for asbestos/environmental abatement.
3. Attend pre-construction, pre-start and progress meeting to ensure asbestos and environmental issues are properly addressed.
4. Review environmental testing results, asbestos air monitoring, bulk sample, invoices and payments.
5. Coordinate and oversee phasing of asbestos and other environmental projects with Technical Services Department, Development management, various other Departments, allied trades
involving electrical shut-downs and tie-ins, HVAC modifications, carpentry work for temporary barriers, erecting scaffolding, plumbing shut-downs, tie-ins and emergency repairs. Coordinate
contractor schedules with building management, prepare contract work activity reports and evaluate and approve contractor payment requests.
6. Conduct construction site inspections to identify environmental impact for asbestos/environmental problems during design phase of future construction projects and incorporate proper
abatement specifications.
7. Manage and/or inspect construction projects and back-up documentation reviews.

Minimum Qualifications

A valid certificate as a Certified Asbestos Handler Supervisor issued by the New York City Department of Environmental Protection pursuant to Local Law 76/85 as amended; plus
1. A four year high school diploma or its educational equivalent and four years of satisfactory, full-time experience performing asbestos abatement and removal, at least one year of which must have been in a supervisory capacity; or
2. Education and/or experience equivalent to "1" above.
In addition, candidates must meet certain medical requirements.
License Requirement
Possession of a Motor Vehicle Driver License valid in the State of New York.


Preferred Skills

1. Demonstrated knowledge of asbestos abatement, lead based paint, mold/mildew abatement cleaning/prevention procedures and knowledge of the root causes. 2. Knowledge of NYC DEP, NYS DOL, HUD, OSHA and US EPA regulations for asbestos, lead base paint and mold regulations. 3. Experience dealing with NYCHA Skilled Trades staff and Contractors. 4. Experience in Maximo, Oracle, Movaris and Microsoft Office.
