Job Description

The Assistant Resident Building Superintendent who reports directly to the Deputy Director and the Asbestos Supervisor will have responsibilities that include, but are not limited to the following:

1. Monitor vendor field work to ensure effective, compliant and safe procedures are used by vendors and/or NYCHA staff.
2. Act as vendor supervisor to help solve issues that might arise in the developments throughout the five boroughs.
3. Assist PMS with Exercising full administrative and technical responsibilities for planning, organizing, and directing staff in the management of projects.
4. Work with the development coordinator and development staff, reports on vendor work completed.
5. Work to escalate the progress at developments and help solve recurring problems that occur during inspections, re- inspection of asbestos work.
6. Support quality assurance inspections at assigned NYCHA public housing developments.
7. Monitor Inventory Supply and arrange for replenishment as needed.
8. Monitor work orders in Maximo, creation of work orders and dispositioning.
9. Use wireless handheld computer device to support the different task when relevant.
10. Supervise Subordinate Supervisors.

Therefore, applicants (candidates) that did not take and pass the exam will potentially not be considered, likewise applicants not reachable on the established civil service list will potentially be in jeopardy of being replaced with an eligible civil service candidate.

Minimum Qualifications

1. One year of permanent service in the title of Supervisor of Housing Caretakers, Heating Plant Technician (Housing Authority), Maintenance Worker or Supervising Housing Groundskeeper; or

2. A four year high school diploma or its educational equivalent, plus four years of experience in the operation, repair and maintenance of large tenanted buildings, two years of which must have been in a supervisory capacity over at least two employees. Higher education may be substituted for up to two years of this experience on the basis of 30 semester credits from an accredited college for each year of experience. However, all candidates must have at least two years of experience supervising at least two maintenance employees.


Preferred Skills

1. Knowledge of laws and standards that apply to property management, Asbestos assessment and remediation, OSHA Standards, local and state building codes Department of Housing and Urban Development (HUD) rules and regulations applicable to property management. 2. Basic knowledge of building maintenance, asbestos assessment and remediation, and indoor environmental quality. 3. Demonstrated knowledge of office practices, procedures, and equipment, budget development and management, principles of management and supervision. 4. Excellent written and oral communication skills attention to detail accurate and capable of creating and delivering persuasive business communications. 5. Strong leadership and staff development skills ability to perform data analysis and prepare high-quality executive level reports proficient with computer applications, including the MS Office. 6. Effective problem solver with the ability to negotiate solutions, work well in a fast-paced environment prioritize assignments maintain professional and positive attitude. 7. Demonstrated accuracy, thoroughness and commitment to quality work, excellent attendance, and punctuality. 8. Ability to recognize the nuances of business situations makes sound business decisions expeditiously, with limited information address controversial topics with tact and diplomacy maintain consistent overall focus on outcomes.
