Job Description

The NYC Financial Information Services Agency-Office of Payroll Administration (FISA-OPA) has a vacancy for an Application Support Technician working in the Application Support group to support the ongoing production maintenance of the PeopleSoft based HR and Benefits system - NYCAPS (New York City Automated Personnel System as well as CityTime, and the payroll and pension payroll systems.

The selected candidate will be responsible to:
- Troubleshoot file transmission problems with various file transfer partners.
- Setup new business partners in the Sterling Integrator file repository system.
- Ensure that the operational support and production control functions are efficient, correct, and conform to agency operational standards.
- Monitor software products for operational alerts' providing rapid response to problems.
- Coordinate effectively with production control and operational counterparts.
- Ensure the highest level of application availability to the end users.
- Document operational problems following standards and procedures.
- Write UNIX scripts and use BPML (Business Process Modeling Language) to support the transfer of files between internal systems and end-user systems.
- Work with vendor supplied operational and production control staff, setting up and scheduling jobs and scripts, quality controlling the inputs and outputs, and reviewing written operational procedures, in addition to assisting testers as needed to resolve operational problems during development, testing, and production.


Required Qualifications:

- Experience with UNIX, including writing scripts; shell scripting (KSH)
- Experience with Sterling Integrator
- Programming experience in a mainframe or UNIX business application
- Experience with PGP encryption
- Experience with the file transfer protocols SFTP and FTPS
- Experience with BPML (Business Process Modeling Language), preferably within Sterling Integrator (also known as IBM Sterling B2B Integrator)
- Excellent communications skills (oral and written), interpersonal, and organizational skills

Preferred Skills:

- Experience with job submission and scheduling procedures and monitoring tools
- Experience with PeopleSoft, including People Tools Process Scheduler
- Experience with Rational Suite, including Clear Quest
- Experience with CONNECT: Direct
- Experience working with PeopleSoft Implementations in a government environment
- Knowledge of MVS/JCL, TSO/ISPF
- Experience with Java programming and builds
- Must currently be a City employee who is permanent in the title of Computer Associate (SW) or a comparable title.

Minimum Qualifications

1. A baccalaureate degree from an accredited college including or supplemented by 24 semester credits in computer science or a related computer field and one year of satisfactory full-time computer software experience in computer systems development and analysis, applications programming, database administration, maintenance and support, systems programming, data communications, mainframe development, mobile development, web development and design; or

2. A four-year high school diploma or its educational equivalent and five years of satisfactory full-time computer software experience as described in "1" above; or

3. Education and or/or experience equivalent to "1" or "2" above. College education may be substituted for up to two years of the required experience in "2" above on the basis that 60 semester credits from an accredited college is equated to one year of experience. In addition, 24 semester credits from an accredited college or graduate school in computer science or a related field, or a certificate of at least 625 hours in computer programming from an accredited technical school (post high school), may be substituted for one year of experience. However, all candidates must have at least a four-year high school diploma or its educational equivalent and at least one year of satisfactory full-time experience as described in "1" above.
