The Workforce Connect division manages a portfolio of programs that seek to expand opportunities for New York City’s young people through employment programs that help youth ages 14 to 24 gain work experience, acquire necessary work readiness skills and further their education. These programs serve over 100,000 youth annually and include offerings for youth in school and youth not currently in school or working. DYCD funds a network of community-based organizations to deliver youth workforce development programs across the City. The Workforce Connect division is seeking a Systems and Compliance Analyst to join the Policy, Integration and Operations team, to offer day-to-day support to the Senior Director. Specifically, the Analyst will: serve as a key liaison to the DYCD IT unit related to the design, modifications, and maintenance of operational information systems; obtain knowledge of the business rules, and process flows of the PASSPort contract system, Electronic Monitoring System (EMS) and Participant Tracking System (PTS) for programs under the portfolio; and develop and construct evaluation instruments by analyzing the program objectives, researching alternative evaluation formats and pretesting designs and revisions where possible, to measure the performance of youth workforce development programs and services. The Analyst will conduct evaluation, monitoring, and data analysis related to DYCD Workforce initiatives and the development of new policies; research best practices and use quantitative and qualitative analyses to inform the creation of new policies, programs, and practices; and synthesize complex information into presentations and reports for various audiences. The Analyst will represent the work unit at meetings and work collaboratively across the Workforce Connect division, as well as with external stakeholders, including intergovernmental partners, community-based and private sector organizations, and oversight agencies.

The Analyst may be asked to perform field work in all five boroughs to ensure vendor compliance with all applicable contract requirements and program performance standards. Key tasks include: - Assist in the development of trackers and dashboards that measure unit-wide and program specific performance.
- Utilize data from multiple systems for reporting, management analysis and decision making.
- Assist in the coordination and review of data requests for internal and external stakeholders and oversights.
- Collaborate across the Workforce Unit to assess data needs and to build solutions in partnership with Workforce Program team, DYCD’s Information Technology unit and system vendors.
- Create customized documents and reports for a variety of internal and external audiences.
- Create and maintain reports, presentations and other summary documents that highlight and amplify program performance.
- Become proficient and provide training as needed to CBOs on DYCD’s web-based management systems as well as DYCD’s protocols. Liaise internally and with assigned third-party vendors to schedule relevant training for staff and CBO personnel.
- Analyze and evaluate program data in DYCD’s web-based program management systems, contract performance reports, agency audits, and fiscal documents to ensure contract compliance.
- Identify and research best practices related to contract monitoring and mandated oversight compliance.
- Participate in and contribute to Agency workgroups and inform the Senior Director of policies and
- administrative practice changes.
- Prepare reports and carry out special assignments, tasks, and projects as assigned by the Sr. Director, and Assistant Commissioner.
- Maintain Unit policy manuals, rubrics for performance indicators, and related documentation, updating as needed.
- Perform site visits (may include weekends and evenings) using EMS and PTS tools and share feedback with CBO contract providers.
- Represent DYCD at public meetings, conferences, symposia, and other forums.
- Perform other duties as assigned.


Minimum Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.


Preferred Skills

- Ability to clearly synthesize, adjust and present data tailored for a variety of target audiences. - Advanced data analysis and Excel skills. - Experience supporting policy making using data. - Excellent communication skills. - Must have familiarity navigating large data sets and multiple data systems. - Knowledge of NYC government and systems. - Experience with various presentation and design applications. - Experience working with community-based organizations or youth development programs a plus.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
