SUMMARY:
The Mayor’s Office of Management and Budget (OMB) is the City government's chief financial agency. OMB's staff of analysts and experts assembles and oversees the Mayor’s expense and capital budgets, which fund the services and activities of approximately 90 City agencies and entities. OMB is also responsible for the City’s Asset Management Program.
The Asset Management Unit within the Value and Asset Management Task Force is charged with collecting, compiling, and sharing condition assessments and maintenance schedules for major portions of the City’s major fixed infrastructure. These include buildings, piers, bulkheads, retaining walls, marinas, bridges fixed and movable, boardwalks and park roadways. The building inventory includes museums, hospitals schools, parks, courthouses, police precincts, firehouses, libraries, homeless shelters, and correctional facilities. Analysts in this unit, using architectural drawings, measure and estimate the quantity of materials needed to bring those assets to a state of good repair, as well as conduct Quality Assurance (QA) checks of consultants’ field survey data.
JOB DESCRIPTION:
The duties of this position encompass the following activities:
- Use building modeling techniques to compute component quantities.
- Perform quantity take-off for buildings from architectural drawings and site visits.
- Enhance accuracy of building data from architectural drawings.
- Conduct building surveys, compile field data, and prepare asset identification forms.
- Assist in the preparation and Quality Assurance reviews of the AIMS reports.
1. A baccalaureate degree from an accredited college.
QUALIFICATIONS: The successful candidate must be able to maintain confidentiality and have excellent quantitative, analytical, and interpersonal skills. They must also be able to communicate effectively in both written and oral formats, must also have demonstrated attention to detail, ability to meet deadlines, strong organizational and strong MS Excel skills. An Architecture or Civil Engineering degree is required. REQUIREMENTS: Assistant Analyst ($51,550+): Bachelor's degree in Architecture or Civil Engineering with no or one year of full-time experience. Must have computer proficiency in Microsoft Office, and AutoCAD or equivalent. Analyst ($65,604): Bachelor's degree in Architecture or Civil Engineering and a minimum of two years of full-time experience or an awarded master’s degree in Architecture or Civil Engineering with one year of full-time experience. Must have computer proficiency in Microsoft Office, and AutoCAD or equivalent.
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
