SUMMARY:
The Mayor’s Office of Management and Budget (OMB) is the City government's chief financial agency. OMB's staff of analysts and experts assembles and oversees the Mayor’s expense and capital budgets, which fund the services and activities of approximately 90 City agencies and entities.
The Stimulus Unit will primarily support the administration of the $5.88B in American Rescue Plan State and Local Fiscal Recovery Funds (ARP-SLFRF) stimulus funding received by the City. This unit coordinates data collection and reporting efforts, both for internal and external stakeholders; assists in monitoring citywide allocations and making adjustments to support the City’s budgetary needs, including helping to direct overall management strategies for this grant; and ensures compliance with all relevant city and federal policies. This unit may also take on additional reporting, fiscal, and monitoring and compliance efforts related to other Federal grants.
This is a grant-funded position. The term of employment is dependent upon the availability of grant funding, current expected for four years.
JOB DESCRIPTION:
The duties of this position encompass but are not limited to the following activities:
- Quickly learn about ARP-SLFRF and become familiar with reporting standards and deadlines.
- Work with agencies and OMB Task Forces to coordinate data collection and reporting efforts, including to the U.S. Dept of Treasury.
- Work with agencies and OMB Task Forces to answer questions regarding ARP-SLFRF funding, including those related to cost tracking, compliance, budgeting, documentation, and others.
- Assist in aligning stimulus funding strategy with City-wide policy and budget priorities.
- Maintain internal records and reports to support the Task Force’s public reporting and responses to external inquiries.
- Evaluate programmatic performance and monitor the expenditures of federally funded activities.
- Help prepare for and respond to internal and external audits.
- Represent OMB at meetings with officials from various entities.
- Support monitoring efforts related to ensuring compliance with all relevant city and federal policies.
- Assist with special projects, including ad-hoc assignments, targeted research, the production of reports, data visualizations, and response to Federal and local inquiries, when necessary.
1. A baccalaureate degree from an accredited college.
QUALIFICATIONS: - Experience with cost-tracking, budgeting, or federal grant reporting is ideal. - Strong organizational, research, problem solving, and analytic skills. - Strong interpersonal skills and an ability to maintain working relationships with staff, city officials, government agencies, and other internal and external workforces at all levels with utmost professionalism. - Outstanding written and oral communication skills, including public speaking and presentation. - Ability to be a self-motivator, to motivate others, and to work independently. - Ability to work calmly and proficiently under pressure, and to adhere to strict deadlines. - Strong technical skills, including working with Microsoft Office software and the ability to learn new technology quickly. - Experience in working with databases or large datasets is ideal. - Public policy experience is preferred.
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
