TASK FORCE: Stimulus and Recovery Grant Analysis

SUMMARY:

The Mayor’s Office of Management and Budget (OMB) is the City government's chief financial agency. OMB's staff of analysts and experts assembles and oversees the Mayor’s expense and capital budgets, which fund the services and activities of approximately 90 City agencies and entities.

Within OMB, the Stimulus and Recovery Grant Analysis Task Force monitors Federal funding supporting the City’s response to the ongoing Coronavirus pandemic and other disasters such as Hurricane Sandy and Ida. Within the Stimulus and Recovery Grant Analysis Task Force, the Fiscal Unit will be responsible for providing budget management of Stimulus and Disaster Recovery grants within the City’s Financial Management System and other databases.

Please note that this is a grant-funded position. Your term of employment is dependent upon the
availability of grant funding, but it is expected to be at least four years.

JOB DESCRIPTION:

The duties of the position include the following:

- Monitor Federal funding supporting the City’s response to the ongoing Coronavirus pandemic and other disasters such as Hurricane Sandy and Ida.
- Perform technical budget functions, including the review and approval of budget modifications, agency monthly and yearly forecasts in the City’s Financial Management System (FMS).
- Ensure fiscal impact of Federal grant awards are reflected in the City’s budget and provide budget guidance as required.
- Monitor forecast versus actual variances and identify corrective actions as required.
- Monitor expenditures and work with agency task forces and City Comptroller’s Office to create required accounting entries in FMS.
- Monitor cash reimbursements and ensure timely recognition of revenue.
- Develop and run ad-hoc queries, InfoAdvantage reports and SAP Crystal downloads as needed.
- Contribute to other process improvements or analytical projects on an ad-hoc basis.


Minimum Qualifications

1. A baccalaureate degree from an accredited college.

QUALIFICATIONS: - Strong analytical, organizational, and problem-solving skills with an emphasis on attention to detail. - Strong interpersonal skills, and the ability to maintain working relationships. - Outstanding written and spoken communications skills. - Ability to work independently as a self-motivator and to motivate others. - Ability to work calmly and proficiently under pressure and to adhere to deadlines. - Must possess strong technical skills including a proficiency in Microsoft Office software (Excel, Word, PowerPoint) and the ability to learn new technology quickly. - Prior experience with Financial Management System (FMS) is preferred.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
