The Mayor's Office of Contract Services (MOCS) is a New York City oversight and service agency that manages procurement citywide, from planning and release of agency solicitations to payment of vendors. Annually, agencies procure billions in products and services from a diverse pool of vendors that represent various industries. MOCS leads procurement transformation by leveraging expertise, innovation, and a results-oriented mindset to support equitable procurement through transparency, accountability, and efficiency.
MOCS makes it easier to do business through use of end-to-end technology tools, increases transparency by publication of enriched data and hosting public hearings, and strengthens procurement operations by providing direct assistance and resources to all stakeholders. MOCS also partners with agencies and vendors to identify areas for policy reform, resulting in ongoing process improvement to reduce administrative burdens and increase the positive impact of services on communities. The MOCS Director serves as the City Chief Procurement Officer.
MOCS team members operate in a collaborative, service-oriented environment, where flexibility and ability to achieve results are valued. Analysts perform a range of defined tasks assigned by supervisors. All MOCS analysts are expected to deliver timely and quality work products and services, participate in ongoing improvement activities, proactively deepen their knowledge of procurement and government operations, and will use modern technology software and hardware to complete daily duties. Analysts also collaborate with other team members to implement projects, help to maintain and/or analyze operational data, and interact with external stakeholders.
MOCS seeks to hire a Risk Management Analyst to assess vendor integrity, and complete in depth vetting when risks factors are reported. As a member of the General Counsel Unit, and under the direction of the Associate Director, Risk Management, the Risk Management Analyst will support day-to-day activities of the risk management portfolio using methods that are consistent with agency policies, City of New York policies, industry standards, and best practices.
The specific responsibilities of this role include the following:
- Support the risk management program to effectively manage procurement risk in the PASSPort system in accordance with internal agency policies and City of New York policies
- Perform delegated and assigned reviews of PASSPort enrollment disclosures by individuals and companies to ensure consistency with previous disclosures and sufficiency of the information disclosed;
- Appropriately document review activities in the PASSPort system and out of the system;
- Request additional information from vendors and government agencies to understand and confirm sufficiency of disclosures;
- Communicate results of Enrollment/Risk Review internally through written summaries and externally to vendors through email and by phone;
- Escalate questions and concerns to supervisors within the risk and legal teams;
- Document progress of delegations and assignments in team tracking spreadsheets;
- Create and review risk reports to analyze results:
- Identify required updates to vendor PASSPort Enrollment disclosures
- Integrity issues to be communicated within MOCS and externally to agencies
Supporting the Performance Evaluation (PE) program in administering vendor performance evaluations in the PASSPort system by:
- Supporting agencies’ completion of vendors with which they do business in accordance with the New York City Procurement Policy Board Rules and agencies policies
- Running performance evaluation reports
- Communicating with New York City agencies regarding completion and sufficiency of performance evaluations
- Executing system tasks in PASSPort in the performance evaluation module
- Reviewing and approving performance evaluation exemption requests from agencies and communicating with agency staff regarding requests;
Performing extensive vetting on vendors with identified risk factors that do or wish to do business with the City based on risk factors:
- Collaborate with subject matter experts to define vetting process for different risk factors
- Collaborate with policy and compliance team to design integration of key risk factors into the PASSPort system
- Escalating questions and concerns to supervisors within the General Counsel Unit; and
- Perform special project tasks, ad-hoc analyses, and prepare relevant reports and presentations as assigned.
1. Graduation from an accredited college with a baccalaureate degree; or
2. Graduation from an accredited community college plus two years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities; or
3. A four year high school diploma or its educational equivalent plus four years of experience as described in "2" above; or
4. A satisfactory equivalent combination of education and experience.
