SUMMARY:
The Mayor’s Office of Management and Budget (OMB) is the City government's chief financial agency. OMB's staff of analysts and experts assembles and oversees the Mayor’s expense and capital budgets, which fund the services and activities of more than 90 City agencies.
The Community Development Unit coordinates policy and manages both the revenues and expenditures of the City's Community Development Block Grant program (CD). Congress established this program in 1974 to provide Federal funds for housing, economic development, neighborhood facilities, and public support services that principally benefit low- and moderate-income persons. The City currently uses its CD Entitlement funds for various activities including, but not limited to, Housing Code Enforcement, performing emergency repairs in privately-owned housing, maintaining City-owned tax-foreclosed housing, rehabilitating NYCHA properties, historic preservation, public services (e.g., day care services, parks & recreational activities, senior services, homeless services), planning activities, etc.
JOB DESCRIPTION:
The duties of the position include, but are not limited to, the following activities:
- Monitor Entitlement CD funds awarded to the City of New York (the City) and budgeted in the following City agencies: Human Resources Administration, the Department of Homeless Services, the Department for the Aging, and the Department of Youth and Community Development. This includes, but is not limited to, scheduling the funds, tracking expenditures, and reviewing funding and budget modification requests.
- Monitor CD-funded positions in assigned agencies through utilization of the NYCAPS system and Planned Action Report (PAR) review and analysis.
- Become proficient in the use of the U.S. Department of Housing and Urban Development’s (HUD) reporting system, the Integrated Disbursement and Information System (IDIS). Prepare and implement drawdowns against the CD Letter of Credit through the utilization of this system.
- Work closely with all entities that may be involved with the CD funds including, but not limited to, the New York City Comptroller’s Office, HUD, and independent auditing firms during the Single Audit.
- Prepare CD City fiscal year close reports in conjunction with the Comptroller’s Office close.
- Prepare CD monthly fiscal reports, as needed status reports, and all other budget, allocation, and expenditure reports and exercises.
- Develop the November Plan, the Preliminary Budget, the Executive Budget, and the Adopted Budget for assigned CD-funded agencies.
- Assist in the production of NYC’s Consolidated Plan Annual Performance Report for submission to HUD.
- Monitor the CD Program Income revenue on a day-to-day basis.
- Monitor CD-funded Other Than Personal Services expense and revenue accruals on a day-to-day basis.
- Produce special reports and participate in ad-hoc projects, when necessary.
1. A baccalaureate degree from an accredited college.

Experience with Microsoft Outlook and CRYSTAL reporting software a plus.
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
