HPD is entrusted with fulfilling these objectives through the goals and strategies of “Housing Our Neighbors: A Blueprint for Housing and Homelessness,” Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.


Your Team:

The Office of Policy and Strategy (OPS) leverages its expertise to guide and support HPD and its many Offices in their efforts to deepen their impact, optimize their efficiency, and become more data-driven, climate-adaptive, and mission-focused. As part of OPS, the Division of Strategic Operations and Analytics (SOA) works to increase HPD's impact by analyzing and improving operations agency-wide. SOA does this by clarifying HPD program missions, objectives, and stakeholders; implementing initiatives that advance HPD's goals; analyzing data to deliver actionable insights to HPD programs; and increasing the agency's overall ability to leverage data.

Your Impact:

As an Analyst on the Data & Program Analytics (DPA) team within SOA, you will manage critical analytic projects and initiatives to support HPD’s mission to provide secure and safe affordable housing in New York City.

Your Role:
Reporting to the Executive Director of Data & Program Analytics, your role will be to manage a portfolio of short term and in-depth analytic projects to improve operations and inform policy for HPD programs. Sample analytic projects include assessing interventions to preserve and stabilize housing quality, creating dashboards for program staff to track operations and outcomes, or analyzing administrative data to help launch or refine key affordable housing creation/preservation programs.

Your Responsibilities:
- Lead in-depth analytic projects and utilize data storytelling to communicate insights that inform housing program performance and design
- Gather, clean, merge, and analyze large datasets to create analytic reports, models, and dashboards
- Work collaboratively to gather information/input from program staff, senior managers, and other stakeholders, while building a strong understanding of program operations, policy, and datasets for your program portfolio
- Provide technical assistance to program staff on using data-driven program management tools
- Create performance metrics to understand the impact of HPD’s work on New Yorkers
- Respond to ad hoc data requests from HPD programs, senior management, and external stakeholders

Preferred skills:

The ideal candidate will be an inquisitive problem-solver who is eager to grow into new responsibilities, with the following skills:
- Strong communication and interpersonal skills; ability to convey data analysis and concepts to colleagues with varying levels of comfort with data
- Data enthusiast with a passion for using data to improve government policies and learning new tools
- Experience with coding, visualizing data, and statistical analysis software such as advanced Excel, Python, R, Power BI, and/or other geospatial tools
- Collaborative, team player with the ability to also drive things forward independently

A graduate degree in a relevant field is a plus. Candidates without government experience with an interest in applying their skills to HPD’s mission are welcome to apply.

Note: This position is eligible for remote work up to two days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
