TASKFORCE: CITYWIDE GOVERNMENT OPERATIONS

SUMMARY:

The Mayor’s Office of Management and Budget (OMB) is the City government's chief financial agency. OMB's staff of analysts and experts assembles and oversees the Mayor’s expense and capital budgets, which fund the services and activities of approximately 90 City agencies and entities.

The Citywide Government Operations Taskforce oversees and prepares the expense and capital budgets of more than 30 agencies, offices, boards, and commissions, including the Department of Citywide Administrative Services, the Office of Technology and Innovation, and the offices of New York City elected officials. We oversee agencies under Mayoral control as well as non-mayoral agencies.

Analysts in the taskforce are given a unique perspective on NYC government operations by having a portfolio that covers multiple agencies. Your colleagues in the taskforce will also have their own diverse portfolios, giving you a broad insight into a wide range of City agencies.

The taskforce’s two units prepare and monitor the expense, revenue, and capital budgets of agencies that provide centralized services to the rest of City government.

JOB DESCRIPTION:

The duties of the position include the following activities:

- Act as the subject matter expert on your assigned agencies.

- Prepare annual expense and capital budgets and four-year financial plans for the agencies this Unit oversees to meet mandated responsibilities and programmatic requirements.

- Have regular opportunities to discuss and propose operational changes within your agency portfolio.

- Review agency budget submissions related to savings proposals, agency operations, and ongoing and new projects.

- Develop and maintain open and clear lines of communication with agency contacts.


- Develop options and make recommendations for reducing departmental budgets based on quantitative analyses, cost effectiveness, and revenue implications.

- Act as a problem solver for issues in your portfolio. Be someone who can find the solution.

- Prepare, administer, and maintain budgetary controls and monitor agency expenditures and revenues.

- Review, monitor, and evaluate agency-held contracts.

- Monitor the performance and status of agency projects.


Minimum Qualifications

1. A baccalaureate degree from an accredited college.


Preferred Skills

QUALIFICATIONS: - Demonstrated quantitative and analytical skills. - Ability to use Excel formulas and pivot tables to analyze large data sets. - Ability to effectively format spreadsheets for presentation and review. - Able to communicate clearly and effectively. - Self-starter able to generate and complete projects on time and under limited supervision. - Must be able to work evenings and weekends as needed.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
